Why the Fox C-6 Community Wasn't Aware of Problems in the District

So, why wasn't the Fox C-6 community aware of ongoing problems in our school district for such a long time? Why weren't charges filed during the investigation of the state audit findings? I was told that school board meeting minutes were reviewed as part of the investigation. So, the fact that our school board meeting minutes did not contain details about what concerns were being brought to our school board members and district leaders during Public Comment, investigators could only go on what was documented in the minutes. I voiced my concern about the lack of details in board meeting minutes for years and was met with a lot of resistance from our former superintendent on the issue. That's why I always audio recorded my Public Comments because I knew they wouldn't be documented very well in the board meeting minutes. Defending Lack Of Detail In Board Meeting Minutes In defending her position on the lack of detail in our school board meeting minutes, former superintendent Dianne (Critchlow) Salsman sent me the following statement in a September 17, 2013 email:
"Per MSBA council, minutes are not verbatim, it is merely an account of the meeting through the board secretaries eyes."
Below is an example of what Fox's board secretary saw through her eyes and documented for the January 15, 2013 school board meeting that I spoke at. PUBLIC COMMENT AS DOCUMENTED IN BOARD MEETING MINUTES: Rich Simpson - Requested more board information on the district website. PUBLIC COMMENT READ AT THE BOARD MEETING:
Over the last several years I have attempted to encourage you to do the right thing and you have repeatedly failed to do so. I have invested thousands of hours into researching how our school district operates as well as that of other school districts across the state, and across the country. During which, I have gained a tremendous amount of information and knowledge. Much to my disappointment however, I have come to the realization that the school district that I grew up in and loved as a child is not at all what I thought it would be when my children began attending. We have a lot of great teachers in the district, however, the leadership and school board has stifled their abilities to do a great job – even made them fearful for their jobs if they were to express their opinions. Tell me, is this how a school district should be run? I have requested for our community to have board meetings video or audio recorded due to the fact that our board minutes are vague or not always accurate. I have requested that school board meeting information packets be published online prior to school board meetings or after board meetings along with the minutes so our community can be more informed and involved in what is going on within our district. Our school board policies even require that board minutes be accurate and complete and without the board meeting information packets they are not. I have requested that school board member contact information be placed on the district website so our board members would be accessible to the community. All of these things are done in other school districts. 
Why can’t our school district do these things? 
I have never received an answer from our school board as to why these things cannot be done. Our superintendent has informed me that this information is not on our website which I am aware of and that is why I have been asking for it to be. It is my hope that you respect others in our community that may speak at this evening's school board meeting and that the individuals in our school community refrain from making defamatory comments in online forums in the coming days as has been done to me after I have spoken at previous school board meetings. Those who are making the defamatory comments have no business teaching our children, running our school, etc. if they are employees of our school district. I believe that they are, because no one other than those present in this room at those past board meetings had knowledge of who was present and what was said. They are simply playground bullies. Our district has a no bullying policy but it appears that it does not apply to school officials. It is clear that you have embarrassed not only our school district but our community. Our district is not as well respected or as academically advanced as you tout or would like to believe. You may complement each other here and pat yourselves on the back with the thought that you believe that you are doing a great job. However, a growing portion of the community does not share your same point of view and neither does the community of our peers in surrounding school districts. I respectfully request that our current school board members resign and that past board members do not seek re-election. There are administrators that should resign as well so our school district and community can get a fresh start towards building a new and improved school district and one that we can truly be proud of. Thank you!
Of course, there were defamatory comments posted on TOPIX shortly before and after the January 15, 2013 Fox C-6 school board meeting in an attempt to intimidate anyone from speaking at the board meeting. Below is a link to the article I wrote on January 27, 2013 regarding the documenting of school board meetings and how our former superintendent kept the community from knowing what concerns were being brought to our school board. The real question is, why didn't our school board act upon the concerns being brought to them at the time? Online Posts Traced to District Employees
I made sure that our school board members were aware of the online posts being made and that I believed that they were being made by District employees. In 2014, the online defamatory posts were traced to school district computers and school district employees homes. Imagine that! Since I wasn't a District employee, I couldn't be targeted by District leaders like others who have stood up against the district culture. Instead, District leaders had to tackle the problem in the online forums anonymously and by not documenting in detail the concerns being brought to our school board's attention.

Former Superintendent Critchlow Asked Her Cabinet To Post Positive Comments About the District on TOPIX

Recently, I posted the handwritten notes former Fox C-6 assistant superintendents Tim Crutchley and Todd Scott wrote after their conversation with former Fox C-6 superintendent Dianne Critchlow in which she told them that her husband Jamie Critchlow had been posting comments on the TOPIX.COM website. As I mentioned in that post, getting the truth, the whole truth and nothing but the truth from some of Fox's former school district administrators had been a huge problem for years.

According to Tim Crutchley's deposition, former superintendent Dianne Critchlow had been concerned with comments that were being posted on TOPIX.COM for quite some time. Mr. Crutchley stated that comments on TOPIX were discussed quite often in their "cabinet" (assistant superintendent) meetings. In fact, she asked her "cabinet" (the assistant superintendents) to post positive comments on TOPIX about the school district in response to the comments that were critical of the district.

Former superintendent Dianne Critchlow's directive lead to some administrators posting comments on TOPIX.COM during the school day as well as at home. Not all of the comments posted were positive as you can see by reading the ones listed in the exhibits in the lawsuit that was filed with Jefferson County courts in November 2014.

Comments Posted On TOPIX from Fox's IP Address Date Back to 2010
Some of the earliest posts made on TOPIX that came from the school district's IP address date back to October 2010. They were made by a user named "Bullwinkle" who responded to a post that I had made on Topix regarding my concerns about the school district's open District Wide Compliance Review.

Former superintendent Dianne Brown was not happy that we had filed an OCR complaint with the U.S. Department of Education's Office of Civil Rights in August 2008. And then in March 2010, Washington D.C. Office of Civil Rights informed superintendent Brown that her school district would be undergoing a District Wide Compliance Review adding insult to injury.

Making the public aware of the District Wide Compliance Review was something that former superintendent Dianne Brown didn't want. When I would ask the school board about it during public comments, Dianne would respond saying that it couldn't be discussed due to litigation. But, there was no litigation related to the Compliance Review. Stating that there was ongoing litigation was a simple way to make everyone believe that it couldn't be discussed. It was simply another tactic used to keep people from questioning things in the district. The District Wide Compliance Review was an investigation of the school district's Section 504 practices.

So, when a comment was posted on TOPIX by Bullwinkle referencing the recent Due Process decision for the OCR complaint, it was very obvious to me as to who would have posted that online comment. I just couldn't prove at the time that the comment came from a school district computer.

Dianne Brown and former assistant superintendent and Section 504 Coordinator, Dan Baker, had both been involved with the OCR complaint and Due Process Hearing as well as the District Wide Compliance Review in 2010 and were aware of the recent ruling.

So, when it was confirmed that Bullwinkle's comment that was posted on TOPIX.COM on November 16, 2010 came from a the school district's IP address, it helped validate my suspicions.

Below is part of Bullwinkle's comment that was posted on TOPIX. The comment seems to have a bit of an attitude resonating from it: 
"Channel person. You must be the disgruntled parents over the OCR case. get over it! you lost."
The Due Process Hearing ruling had made by an attorney who was hired by the school district and who just happened to be a former law associate in two different law firms of the attorney who represented the school district during the Due Process Hearing. The attorney hired by the district to hear the Due Process Hearing was supposed to be "Fair and Impartial" but that was not the case. That's just how the game has been played in our state for a very long time.

Bullwinkle also responded to another comment in which I had talked about speaking to Fox's school board president in 2008 about speaking to the school board and superintendent Brown blocked the school board from speaking to me. When superintendent Brown arrived at the meeting, she told me that the school board had already decided not to speak with me.

However, the board president at the time wasn't aware of this decision as we were already speaking about getting on next months agenda since he had forgotten to put me on the agenda for that evening. Apparently, superintendent Brown forgot to tell him that "he" had already decided not to speak with me. Superintendent Brown seemed to be the only person who knew that the school board had decided not to speak with me.

Bullwinkle didn't catch that my comment was about speaking with the board president in the fall of 2008. I guess being angered by information being posted in a public forum that had been kept quiet for so long was causing unrest in the upper ranks. My comment related to this incident caused Bullwinkle to post the following comment on TOPIX.COM:

Mr Critchlow, I will call you and we can start our own campaign against these crazy parents.. LOL Perhaps we can find them something to do at your school... hahahaaa"
Bullwinkle posted 5 comments on TOPIX.COM during October and November 2010. Several of Bullwinkle's online posts made "positive" comments about superintendent Brown and the school district. Bullwinkle certainly wanted to make sure that the community was aware of the great job that superintendent Brown was doing for our school district.

What helped confirm my suspicions that Bullwinkle was most likely superintendent Brown, was that the language and writing style used by Bullwinkle was strikingly similar to that found in the Superintendent Messages written by Superintendent Dianne Brown that she posted on the district website and also published in The Rock newspaper.

There was no doubt in my mind as to who Bullwinkle was who was posting on TOPIX defending superintendent Brown and responding to criticisms that were made on the Fox High School Superintendent thread.

Even though Bullwinkle didn't post that many messages, the phrases and keywords used by Bullwinkle gave you the impression that you were reading comments written by superintendent Dianne Brown herself.

Here are some of the phrases and keywords that stood out in Bullwinkle's comments. Compare the phrases to those used in Dianne Brown-Critchlow's Superintendent Messages from 2010 to 2013:
  • Kudos to you
  • second to none
  • I applaud
  • I'm proud of
  • positive attitude
Below are the comments posted on TOPIX by Bullwinkle in 2010 from the school district's IP address with the dates and local time that they were posted:

This is obsurd. Those of you who are relishing in these rumors are worse than the rumors theirselves. Complete rubbish. I have two kids that graduated from the district. Couldnt be more impressed with their experience and education. I applaud the superintendent and all her efforts. Her personal life is exactly what it is. Hers...not yours! Get a life people!


In 2010 when the message above was posted, Dianne Brown did have two kids that had already graduated from the district.

Who here has been divorced or has had a close friend or relative get divorced? Because your not a public figure does that give all of us the right to judge you/her? Nope dont think so. One thing thats a common factor here is about the kids. Do you think your children would be proud of you guys posting negative remarks about their teachers and administration? Think about that... 
I love humans nowadays. Collectively forming a cyber‐subpar lynch mob with nothing to do other than try to tear people down. 
As you judge others always keep in mind you too will be judged when your time comes. 
Im proud of the school district. Its teachers, faculty, administration and staff are second to none. Kudos to you guys!!! I know your doing everything you can to help our children succeed.
The next comment posted by Bullwinkle was quite intent on defending superintendent Brown who had been getting criticized online about her close relationship with Jamie Critchlow.

I am amazed that any of you morality, podium pounding blabber‐mouths feel you have any right to judge. Do you know the superintendant or any of the people being accused on here? What are your facts? I'm sure you caught wind of a rumor and you took it to the highest level without knowing a damn bit of whats going on. Have you lived in her house? Have you been in her former marriage? Have you had her confide in you why she got a divorce? NO... you have not and don't kid yourself if you think you have a clue. This is where the term "hypocrite" applies. 


I know the parents and board hold her in high regard and have nothing but the utmost respect for her. And my opinion still remains the same. Get a life and find a positive place in your head to venture to. The world is crappy enough without this rubbish and your nonsense. Be a parent with a positive attitude...not a bad one."

"Please" You are correct in that affairs in the work place are frowned upon and Im sure Paul would agree with you. However, making accusations without proof is slander and you, my friend, are crossing the line repetitely. You lose. get over it! 
Put your name out there like Mr Critchlow did. Hes being ripped on here too and I applaud him for his righteousness.

Bullwinkle certainly thought highly of former Fox C-6 superintendent Dianne Brown back then and also thought that the school board held "her in high regard". Bullwinkle's comments certainly had a familiar ring to them.

Comments Posted From District and Home Computers and Cell Phones
If you read through the exhibits in the publicly available lawsuit, you will see date / time stamps and an IP address recorded for each post. The school districts IP address was documented by MOREnet. Other IP addresses that were traced back to individual homes and cell phones were verified by the respective Internet Service Providers.

You'll probably notice that not all of the posts made on TOPIX that were traced back to the school district or to the homes or phones of school district administrators were "positive" posts.

The dates and times in the exhibits from TOPIX.COM are in Pacific Standard Time. So, you must to add 2 hours to the times that are documented in military time in the exhibits. The text of the lawsuit didn't properly document the times when they were converted from the exhibits into the lawsuit text.

Did Jamie Critchlow Use a School District Computer to post comments?
In Tim Crutchley's notes of his conversation with Jamie Critchlow, Mr. Crutchley documented that Mr. Critchlow didn't use any district computers when he posted comments on TOPIX.COM, "We asked if he used personal or district computers and he said he used personal computer."

Did Mr. Critchlow tell the truth when he told Mr. Crutchley that he didn't use a district computer?

On November 16, 2010 at 7:49AM, there was a comment posted on TOPIX by someone using the screen name, "Jamie Matthew Critchlow". The online post was removed from TOPIX long ago but was provided by TOPIX when subpoenaed since it originated from the school district's IP address.

The original comment posted by the screen name, Jamie Matthew Critchlow was as follows except that I redacted part of the phone number that was made in the original online post and in the lawsuit exhibits:
Public...let me introduce myself. I am Jamie Critchlow. Principal of the Bridges program at Fox C‐6. I have been made aware of this website and rumors as of late. I am on here to speak to you as a concerned parent. I am truly apathetic for anyone who finds comfort in these negative words. Dr Brown and I are great friends who have found solitude in each others friendship through difficult times. The light in which both she and i have been shed on this website is at best ridiculous. If you have any questions you would like to ask please call my personal cell at 314‐775‐XXXX.
Read through the TOPIX.COM posts that are documented in the lawsuit that was filed electronically in the Jefferson County courts in November 2014. You can see just how many comments were made on TOPIX from the school district's IP address. The district said they were unable to trace which specific computers the posts came from when asked to do so. However, there's a definite pattern in the content that goes along with certain screen names in many of the online comments.

Hopefully reading through the online comments will give everyone a little more perspective as to why I've put so much time and effort into documenting what was going on in our school district. It's important to get the facts and the truth to the public so this type of behavior never happens again in our school district.

Fox's former superintendent, Dianne Brown/Critchlow invested a lot of time and effort into hiding information from the public for years. That allowed her to get away with a lot of things that never should have happened. It's very well documented in my emails to board members and administrators as well as audio recordings that I made when I attended school board meetings as to what was going on.

It's extremely hard for anyone to even imagine that this sort of harassment could or would occur especially since it was being done by some of the top administrators in our school district.

It's even harder to imagine that our Fox C-6 school board members did nothing to stop it. I repeatedly spoke to them and emailed them about this harassment for years.

In 2014 after obtaining IP addresses, we provided the lawsuit information to the Office of Civil Rights since this sort of behavior would surely be considered retaliation under Section 504 Law. However, the Office for Civil Rights told us they couldn't do anything until there was a court ruling. We also spoke to the Department of Justice as well.

There's a huge problem with the system and the people involved when this type of harassment cannot be stopped. Perhaps this will be a lesson that everyone will learn from.

The following document contains all of the online posts that were submitted in the original lawsuit along with the locations that the online posts were made from. Reading through the online comments that were posted and from where shows is a very sad example of how desperate people were to keep their jobs as I brought my concerns to our school board that our superintendent did not appreciate.

Tracking Down TROOP From TOPIX.COM! - (Reposted)

The following article that's posted below was originally written and posted on the FoxC6Watchdogs blog on Saturday March 15, 2014. However, I pulled it down on Monday March 17 at the request of our attorney because he didn't want to "let the cat out of the bag" just yet. However, as you read about the timing of my article and the timing of former Fox C-6 superintendent Dianne Critchlow's FMLA leave, there's good reason to believe that my article did "let the cat out of the bag" so to speak back then.

My original article was written the day after I learned that our attorney had been able to obtain the IP addresses from the TOPIX.COM website for many of the defamatory and libelous posts that had been made about me and others. It may be difficult for others to understand the adrenaline rush of knowing that after several years of online bullying that the person or persons responsible for making the defamatory posts would finally be known.

My original article contained a "how to" for using Google to quickly search for posts made on specific TOPIX threads using their unique thread ID and specific keywords. I recommend reading that section because you can apply the same technique for finding things that are much more productive than trying to track down libelous posts.

My original article was written in order to teach others how to quickly and easily do their own digital archaeological digging into the TOPIX.COM website. Knowing how to locate specific posts by keyword and unique thread ID that were written over the last several years can save you a lot of time in reading since there were numerous TOPIX threads related to the Fox C-6 School District on TOPIX. So it's good to know how to narrow your search to a specific thread. It appeared that many of the defamatory posts had been made by only a few individuals based on their language and keywords used.

When I originally wrote the article in March 2014, I didn't have any solid evidence as to where the defamatory comments were coming from but I had a very good idea. It wasn't until May 2014 that it was finally revealed to the public via the news that my suspicions were proven correct. That's also when everyone learned that there were several individuals involved in making defamatory comments.

What A Coincidence!
One of the really interesting things that I thought was such a coincidence back in March 2014 was the fact that Dianne Critchlow took Family Medical Leave Act (FMLA) leave right around the same time that my article was published. In fact, there was a school board meeting on Tuesday March 18, 2014 right after my article was posted and former Fox C-6 superintendent Dianne Critchlow was suspiciously absent from that board meeting because she was on FMLA leave.

Critchlow had posted on her Twitter account that she would be taking FMLA leave. She has since deleted her Twitter account so I can't provide a link to her original post.

It certainly made me think that perhaps my article may have lead to Critchlow needing to take FMLA leave knowing that whoever had been posting on TOPIX as TROOP was going to eventually be discovered.

So, was it just a coincidence that former Fox C-6 superintendent Dianne Critchlow decided to take FMLA leave right around the time that this article was first published?

It definitely makes you wonder, doesn't it?

On March 20, 2014, I wrote an article documenting the fact that Fox C-6 Assistant Superintendent Tim Crutchley filled in for then Superintendent Dianne Critchlow because she was out on FMLA leave. Tim Crutchley thanked outgoing school board members Linda Nash and Dan Smith at that meeting and presented them with small thank you gifts for their service to the Fox C-6 School District.

Since March of 2014 we've learned a lot about who was behind the posts. It's been documented via a subpoena to TOPIX that the IP address for the very first post made by someone calling themselves TROOP 5 OR 6 was traced back to the home of Dianne and Jamie Critchlow. It's good to know and be able to document that my suspicions were correct all along.

Our lawsuit against "John Doe" has finally named names and has been served to all of those named in the suit. It has certainly took a lot longer than I ever thought it would to get to this point. It's even more understandable now as to why there was so much effort to silence any critics of our district.

Anyway, this was one of my favorite articles to date that I had written back then because I knew that the information needed to track down the person or persons responsible for making defamatory comments about me and others would finally be known. So I was definitely disappointed in having to remove it from my blog back then.

Hopefully republishing this article will help educate others as to why you should always choose your words carefully and thoughtfully before making disparaging remarks in online forums. You're not as anonymous as you may think you are!

Tracking Down TROOP From TOPIX.COM!
It doesn't take a Sherlock Holmes to have a pretty good idea who the person might be that was calling himself TROOP on the TOPIX.COM forum last year. Now, that a subpoena has been filed with TOPIX to obtain IP addresses for TROOP's posts or "TROOP like" posts, it will be interesting to see if my assumptions and the assumptions of many others turns out to be true.

If my assumptions are accurate, it will be interesting to see how things turn out for TROOP and those who have been protecting TROOP. TROOP 18 stated that he was an employee of the Fox C-6 School District on March 23, 2013 when he wrote:
Dear quintet of opponents... the threat of physical violence isn't tolerated nor even funny.. The fact that you are now all clearly visable and completely exposed does not favor you. The employees of this district have had enough and will faithfully defend their administration and board.(employed and loyal). If you want to go redneck Hoosier on this...all loyal employees will gladly find a place and time. Trust me, there are hundreds of us. Talk is cheap. As is your posts
TROOP attacked just about anyone who criticized Superintendent Critchlow or the school board and even threatened those who dared to speak at school board meetings.

TROOP Was Very Emotionally Connected to Superintendent Critchlow
For those who don't know, TROOP (5 or 6, 11 or 18) was an anonymous poster on the TOPIX.COM forum who appeared last year after learning that signs had been posted around the Fox C-6 School District about Superintendent Dianne Critchlow. I think that someone would have to be very emotionally attached to Superintendent Critchlow in order to write the things that TROOP wrote on TOPIX over the course of a couple of months last year. He was apparently very attached to Superintendent Critchlow's husband's ex-wife as well based upon his many attacks on her as well.

I never saw any of the signs, but since I've been considered a long time critic of Superintendent Critchlow and some of our school board members who have taken advantage of their position, I was immediately and falsely targeted by the person calling himself TROOP 5 or 6 as the person who had posted the signs.

I was definitely confused when I read TROOP 5 or 6's first post on January 24, 2013 because I didn't know anything about any signs that had been posted in the district. I go to school board meetings and email our school board members. I document school district issues on this blog and on Twitter. I don't hang signs!

However, it's good to know that others in our district have strong opinions about the problems caused by Superintendent Critchlow.

I always take the the high road when it comes to accomplishing my goals of cleaning up our school district. I've been providing facts and documentation for years to our school board about problems in the district but they've done nothing.

I've shared my information with others in our school district and for that Superintendent Critchlow sent me a Cease and Desist letter. I guess that's what superintendents do when they don't want the community to know the truth about what's been going on behind the scenes in their school district.

TROOP's assumptions that I was involved in posting signs was incorrect. The person who was posting signs and driving around the school district with them in the back of his truck was eventually discovered and he was sent a Cease and Desist letter as well for his efforts.

TROOP stepped way over the line with his very first post when he falsely accused me of being the person making and hanging the signs in our school district and posted that information online. TROOP also blamed another person that had spoken at a school board meeting and criticized our school district leadership.

The really sad thing is that TROOP made his accusations based upon information that could only have come from a school teacher at Lone Dell Elementary School. The comments that TROOP made in his first post came from a teacher wondering why a student appeared tired that day. The teacher apparently found out about the signs and made a very incorrect assumption that I was behind the signs and then told her principal or Superintendent Critchlow. That teacher's incorrect assumption somehow made it to TROOP.

It's quite easy to see that there are a few people in our school district who don't like me for documenting facts and asking questions about what's been going on in our school district over the last several years. That causes them to make incorrect assumptions about my character and how I work to resolve issues. 

It certainly leaves a lot of doubt about some of the people running our school district when they tout everywhere that Fox C-6 is a National District of Character when some of it's school leaders and staff act the way they do because they don't like people pointing out issues and concerns within our district.

I certainly had no idea what TROOP was talking about when I read his first post as TROOP 5 or 6 while at a basketball practice. But, I knew right away that TROOP had made assumptions that were wrong and he was making libelous comments that stepped way over the line. I had a pretty good guess as to who TROOP might be right away based on his language.

As TROOP continued to post comment after comment, he was making it easier and easier to narrow down the possibilities of who he might be. Very few people had access to the information that TROOP was posting online and knew the people to whom he was directing his comments.

Only a few people in the Fox C-6 Central Office could have known the information that TROOP was posting. So how did TROOP get his information? Did TROOP work in the Central Office or was he the spouse of someone who worked in the Central Office?

It didn't take too long for people who read and posted on TOPIX to start guessing who TROOP might be. Once they started to put two and two together and making suggestions as to who TROOP might be, TROOP went silent. TROOP didn't post for quite a while as TROOP after he posted on March 23, 2013 when he claimed to be a Fox C-6 employee.

TROOP made a revealing post on February 7, 2013 when he wrote, "Now, I will say this. From what I have heard there will be some sparks flying very soon for a few of you. Cue evil monster laugh...". 

TROOP's comment was made just a few days before a couple of other citizens in the district were sent Cease and Desist letters from the school district attorney for Superintendent Critchlow. Superintendent Critchlow or someone close to Superintendent Critchlow provided information to TROOP about the Cease and Desist letters. The school board members weren't aware that Cease and Desist letters had been sent out. TROOP must have a very close relationship with Superintendent Critchlow if he knew about the Cease and Desist letters before they were received by the individuals.

TROOP's comments focused on only a few people that he felt was criticizing Superintendent Dianne Critchlow and the school board. He focused on me and 2 others who had spoken at school board meetings; the person that was posting signs in the district; and Superintendent Critchlow's husband's ex-wife.

Who in the general public would care about Superintendent Critchlow's husband's ex-wife and make derogatory comments about her while making derogatory comments about people who spoke at board meetings?

Eventually, TROOP knew that I wasn't involved with the making of the signs after the person that was making them was sent a Cease and Desist letter. But, he was mad enough about the signs to blame them on me because he knew who I was.

TROOP went way too far with many of his comments and people called him out for doing so. Three of us that were bullied online and maliciously attacked by TROOP for bringing problems in the district to the attention of the school board filed a "John Doe" lawsuit last year against the person calling himself TROOP. The lawsuit has been filed and subpoenas were recently sent to TOPIX to obtain the IP addresses. 

Everyone should know by now that they aren't truly anonymous when they post online. I posted 18 comments on the TOPIX website between October 2010 and January 2011. I posted facts about issues going on in the Fox C-6 School District after finding the Fox High School Superintendent thread on TOPIX while doing a search for information about our district.

I was falsely blamed many times for posting comments on TOPIX over the last 3 years under different names. Superintendent Critchlow would like to think that I stooped to TROOP's level. I post facts and documents. TROOP attacked people for what they looked like and made defamatory and derogatory comments about people that warrants an immediate dismissal as an educator and a revoking of their teaching certificate.

If Superintendent Critchlow has been protecting TROOP as some have posted online, then the school board should have good cause for termination. Once all of this comes to light, our school board will have even more Public Relations problems to deal with.

The last post I made on TOPIX was a link to Mr. Critchlow's resume that he had posted on his LinkedIn account while looking for a coaching job in Texas. Mr. Critchlow removed his LinkedIn account shortly after I posted the link to his resume. My post asked why his resume didn't show any previous teaching experience. My post on TOPIX to his LinkedIn resume was deleted sometime after his LinkedIn account was deleted.

Supporters of Superintendent Critchlow and the board have been attacking me online for more than 3 years because I've been vocal about the problems in our school district.

Since people know who I am, they have a name to attack or bully me online because they can. I guess they think that they can say whatever they want anonymously and not get caught. But, it's just a matter of time.

One thing you'll notice is the language that TROOP uses over and over. He's so consistent that it also makes it very likely that TROOP was the same person that posted on TOPIX in December 2010 just one week after I first spoke at a school board meeting. TROOP may have also been the same person who was criticizing parents of Seckman High School students and defending the football coach at Seckman High School on another thread. You should search for and read some of the posts.

It's easy to find TROOP's posts because of the language he uses. He uses the word "inbred" quite often in his posts along with other words that I won't mention here. The word "inbred" was also used in the December 20, 2010 post that appeared after I spoke at the December 2010 board meeting.

At the 2010 board meeting, I asked our school board questions about their hiring practices. I asked them how they could have hired and promoted a person to a Director position who had only worked for the district for a couple of months and had been fired from a previous job for a DWI. I received no response from the school board in December 2010 but my questions provoked a response on TOPIX.

In December 2010 I found it strange that someone would post libelous comments on TOPIX.COM about me and my parents by naming me by my first name and inferring my last name by using TV character names for my parents first names. I guess that made the person making the comments feel pretty smart about themselves and think that their comments wouldn't be libelous if they didn't name me directly.

The post made on TOPIX on December 20, 2010 was made just two days before an article was published in the Arnold-Imperial Leader newspaper by Kim Robertson who had interviewed Mr. Jamie Critchlow. Jamie Critchlow is Fox C-6 Superintendent Dianne Critchlow's husband. The article discussed Mr. Critchlow's DWI arrest in Tyler, Texas and his being fired from Tyler Community College where he was the head football coach. The article also mentioned that I was at the school board meeting asking the school board questions about a person who had been hired by the district and promoted to a job paying $98,859 after only a couple of months working for the district.

Board member Cheryl Herman told me at the meeting to call the Central Office so I could be put in touch with someone who would be able to answer my questions. She obviously didn't understand that my question was meant for the school board. They were the ones who had approved the hiring of the individual. My questions were not intended for our school district administrators. The school board approved the hiring. That's why I was asking the board.

I asked the board at the time how they could promote someone to a position if they didn't have the certifications required for the position. I wanted to know how the school board could justify paying someone a salary of $98,859 to someone who had only worked for the district for 2 months after being hired as a Behavior Intervention Support Teacher and an assistant football coach.

I never received a response from our school board to my Public Comment questions after the December 2010 school board meeting. My comments were documented in the December 2010 board meeting minutes as "Concerns with the district". I don't believe Superintendent Critchlow wanted the public to know what my "concerns" were in the board meeting minutes. That's how Superintendent Critchlow can keep the public in the dark.

I received an email response in May 2011 from Superintendent Brown (now Critchlow) informing me that Mr. Critchlow was certified by MO DESE. She said that he didn't make the $98,859 that I claimed that he made, even though MO DESE records from data supplied by Fox C-6 documented his salary as $98,859 in their Core data. It also seemed as if Superintendent Brown took offense to my questions about Mr. Critchlow at the time. I don't know if her being offended had anything to do with the fact that she's now married to Jamie Critchlow or not.

It just seemed odd that someone out of the blue would post derogatory and libelous comments about me on TOPIX just prior to an article being written in the Leader newspaper about Jamie Critchlow. It was also odd that since there were only 8 people in attendance at the December 2010 school board meeting besides the Board of Education and Central Office administrators that anyone in the general public would even known that I had spoken at the board meeting besides those in attendance. People certainly didn't find out what I talked about from board meeting minutes. Back then, board meeting minutes weren't posted until after the next board meeting plus they only documented that I had "Concerns with the district".

So who could have been that upset to post the comments like those posted TOPIX on December 20, 2010?

It's definitely going to be interesting to see what turns up for the IP Addresses from the subpoena to TOPIX.COM. The findings may wake up the Fox C-6 community a bit more as to what's been going on in our school district for at least the last 5 or 6 years.

So how can you find some of the things that were posted on TOPIX.COM?

The easiest and quickest way is to use some of TROOP 5 or 6 or TROOP 11 or one of his other aliases favorite words in a Google search string like I've shown below. Using the Google search keyword site: allows you to restrict the domain name to TOPIX.COM (ie. site:TOPIX.COM).

Next you can add in the unique TOPIX thread identifier like the ones shown below to restrict the searches to a specific thread such as the Nepotism on Fox School Board thread or the Fox High School Superintendent thread or the Why Can't Fox and Seckman High Schools Win Football Games? thread as shown below:

Next add in one of TROOP's favorite words that he used quite often such as "inbred""dumba$$""fat""$hit", "nimrod""a$$es", "disgruntled", "hags", "rejects", "tards", "demented", etc. to find some of the posts made by TROOP or those that used similar language.

TROOP also liked to make direct attacks towards me quite often so you can always use Simpson as another search word to see what a Fox C-6 employee who has adopted the Character Education Program thinks about people who bring concerns to our school board.

Take note of the Locations listed on a lot of the posts that were made by TROOP and others using similar language. They typically came from Columbia, MO, Arnold, MO and United States (school possibly based on other posts). It's interesting to analyze the data when your tracking down those people who are anonymously attacking you and making false statements about you and others.

The post made by "redneckery" on December 20, 2010 a week after I spoke at the December 2010 school board meeting uses two of TROOP's favorite words, "inbred" and "dumba$$".

I wonder if it was just a coincidence or were they posted by the same person?

The original post from "redneckery" in December 2010 was deleted after I requested the IP information from TOPIX for the post.  I specifically asked TOPIX NOT to delete the post. Luckily, someone quoted the post on December 21, 2010 prior to the original post being deleted so it can still be found online.

TROOP and whoever else uses the same words as TROOP left a very nice trail of evidence for the Fox C-6 community to get a good idea of who TROOP might be.

Just recently, TROOP or someone using the same language as TROOP posted anonymously using the pseudonym of Nope and Milk sprayed from nose on January 28, 2014 on the Nepotism on Fox School Board thread using one of TROOP's favorite words, "inbred".

The comments made by TROOP and other pseudonyms over the last several years certainly demonstrate to the Fox C-6 community the incredible lack of commitment that some of our district employees have made to the Character Education Program as a National District of Character that's documented in our school district's Policies and Regulations.

Critchlow Mentioned Amazon Charges at the May 2014 Fox C-6 BOE Meeting! Hiding Facts!

It's definitely not funny that former Fox C-6 superintendent Dianne Critchlow was using her district credit card and other district employee credit cards to make purchases for personal use. But I did find it funny that she mentioned the Amazon charges at the May 2014 Fox C-6 Board of Education meeting when she responded to my Public Comments.

I was reviewing my audio recordings from Fox C-6 school board meetings looking for examples of when Critchlow would tell everyone at the board meeting that now was a good time to leave. She would say it right before Public Comments started when I made Public Comments.

May 20, 2014 was the last Fox C-6 Board of Education (BOE) meeting that Dianne Critchlow attended. Right before I spoke at that meeting, Critchlow told the parents and students in attendance for recognition that now was a good time to leave as happened many times before right before the start of Public Comments.

The May 20th meeting was also the last meeting before the media announced that defamatory comments posted on the TOPIX website were linked to her home and the home of assistant superintendent Dan Baker.

At the May BOE meeting, Dianne Critchlow and Dan Baker were both already aware of the fact that their homes had been linked to defamatory posts made on Topix. Their Internet Service Providers (ISP) had already contacted them in March or April asking them if they could give out their information because of a subpoena. So they both knew at that meeting and even at the workshop before that they had been linked to posts on TOPIX. That may be why they were fairly friendly at the meeting.

At the May meeting, I still didn't have credit card statements because Critchlow wanted me to pay $170 to get copies of them. I refused to pay because the board should have already had copies of them and they were public records and Sunshine Law allows them to waive the fees when the documents are for public interest.

Even though I didn't have the credit card statements, the May 2014 board packets had the newly updated Bill Payments Report that included individual credit card charges. That's one of the topics that I came to speak about that night.

The Bill Payments report changes came about after I put pressure on the board in February 2014 to include the credit card statements in the board packets. However, the first pass of the Bill Payments Report didn't help much as I mentioned in my Public Comments. But the late materials copy of the board packet had an improved version which I linked to later in this article.

We all now know why Critchlow was so reluctant to include the credit card statements in the board packets. It also made her response to me at the May 2014 board meeting somewhat foretelling of what may have been weighing on her mind at the time.

During my Public Comments at the May 2014 board meeting, I repeated my concerns to the board about the bill payments reports, the credit card purchases, transparency issues and lack of response from the board via email. When I finished speaking, Critchlow responded to my comments about the updated Bill Payments Report and the credit card charges listed in the updated report.

(NOTE: The district had already spent more than $2+ million dollars on district credit cards for the 2013-2014 school year by February 2014.)

I laughed when I heard Critchlow's response when reviewing my audio recording because of the fact that she used AMAZON as an example of a credit card charge that might be listed on the newest version of the bill payments report. Because that's where she purchased the logging tongs, tow chains and blinged out cell phone cases from on April 2, 2014.


It's funny that Critchlow mentioned AMAZON! It must have been fresh on her mind since she just purchased those items the month before and they were on the May 2014 updated Bill Payments Report in the May board packet. Up until May 2014, credit card payments were listed as a single line item payment for each of the credit card vendors each month, SAMS CLUB DISCOVERVISA CARD SERVICES and AMERICAN EXPRESS.

Not only did Critchlow place her order during the work day for those items on April 2, 2014 but she used Debbie Davis's school district DISCOVER CARD to pay for them rather than her own district credit card!

Critchlow also had the order shipped directly to her home rather than the school.

It's hard to believe that the items she ordered weren't going to be used for personal use since she had them shipped directly to her home. You can find the purchases on the 04/23/2014 Discover card statement. I've written about some of this before in the article below which has a link to the October 3, 2014 demand for repayment letter sent to Critchlow from Fox CFO John Brazeal.


It's easy to say that the board was approving credit card payments. But you can't say that they were approving the individual credit card charges because Dianne Critchlow wasn't giving them to the board or the public. That had been my point for a long time. Without being able to review the individual charges on the statements, no one knew what was being purchased and how our tax dollars were being spent. Even with individual charges listed in the bill payments report, there was no way to know what was being purchased until the receipts for the charges were reviewed.

Plus, Critchlow used her secretary's Discover card to make purchases for her own personal use. Using someone else's credit card to make purchases would be very misleading to the board even if they did see the charges.

I had been asking the board to update the 2013-2014 Bill Payments report since August or September 2013 after the transaction description and account description columns were removed from the report when Fox switched to new software. It wasn't until later that I found in the district policies that the transaction description and funding account columns are REQUIRED to be on the report for the board to approve per district policy. So when Critchlow wrote me an email refusing to update the Bill Payments Report to add those columns back on the report she was violating board policy. Her email to me is very important evidence as to how she was keeping information from the board and the public.

Matching Up Credit Card Charges To Fund Accounts
I extracted the Bill Payment report pages from the May and June 2014 board meeting packets into a document that you can review to see what account funds the credit card charges were being posted to. You'll see what I was talking about in my Public Comments in the very first section of credit card charges from the May 2014 board packet. That section lists CARD SERVICES for both the TRANSACTION DESCRIPTION and the VENDOR NAME. That's not helpful at all in knowing what was purchased with the credit card.

What you can see is that the ACCOUNT DESCRIPTION column shows what fund account the charges were posted to. I included both the DISCOVER CARD and VISA CARD statements with the May and June Bill Payments reports so you can attempt to reconcile the line items on the Bill Payments report with the individual charges on the credit card statements. I've already highlighted the charges for Dianne Critchlow on the reports including the ones that she charged to Debbie Davis's DISCOVER CARD. Take note of what Accounts the charges were posted to. There are probably many more charges posted on other employee credit cards that we don't know about yet.

You'll notice that the first line item on the Bill Payments report for CARD SERVICES or SAMS CLUB DISCOVER has a total amount in the CHECK AMOUNT column. You can use that amount to match up the credit card statement with the check amount to know what charges on the statement match up with the entries on the Bill Payments report. This might make a fun game for a FACS class, business class or a journalism class.

Intent to Hide Facts
Note the use of PROF DEV MEAL ALLOWANCE VENDOR in the VENDOR NAME column on page 6 of the Bill Payments Report instead of using the actual name of the restaurants where Critchlow, McCutchen, Scott and others purchased food. Listing so many different fast food restaurants and other eateries would have thrown up a Red Flag as it did when the public saw the credit card statements for the first time.

Using PROF DEV MEAL ALLOWANCE VENDOR for restaurants gives the impression that someone wanted to hide the fact that administrators were eating quite often using Professional Development funds. In fact, the $11.79 charge was for the McDonald's meal that Dianne Critchlow charged to the district on a Saturday April 5, 2014 while she was on Family Medical Leave. This tactic demonstrates a great lack of integrity for a National District of Character.

Who's idea was it to enter PROF DEV MEAL ALLOWANCE VENDOR into the payment system rather than the actual restaurant names such as BurgerKing, Drunken Noodles, McDonalds, Panera Bread, Lodge Food and Beverage Lake Ozark MO and Holiday Inn Columbia?


To learn more about the funding accounts download and read the 2014-2015 Fox School District Budget from the district's website. Look in section 4 for the Revenue Accounts to see the list of revenue accounts and their prior year actuals and budget amount. You'll notice that the Critchlow charged the cell phone cases to the ADMIN OTHER EXPENSE account and the logging tongs to the STUDENT ACTIVITIES (S/A) BRIDGES REVOLVING account and other charges were posted to the S/A FOX DISTRICT REVOLVING account.

Prior Audits by Dan Jones & Associates
You may also want to review the audits that have been done each year by Dan Jones and Associates from the district website as well. It's odd that the yearly audits don't mention anything about the district credit cards considering millions of dollars in payments were made using credit cards.

There are disclaimers in the independent audit reports as well as to what their audits may or may not uncover related to the district's internal controls. According to the audits, it appears that they no issues were found to report to the board. You can download and read the audits here:

Ah! The Arrogance of Wealth Gained From Taxpayer Dollars! Critchlow Saga Continues!

Another tidbit of information was posted on Topix this afternoon which led to another stone uncovered in what is turning out to be a huge pile of stones to overturn. It's just another amazing discovery about what's been going on behind closed doors in the Fox C-6 School District. Those who have been posting on Topix since 2010 have known for a long time what's been going on inside our school district but were too afraid to speak for fear of retaliation. I'm sure that's what's led to the recent Whistleblower Policy.

Since everyone was afraid to speak up about what they saw happening in the district, things were allowed to get out of control and continue to spin out of control for years and years.

Without some sort of employee protection, no one in the district was going to speak up!

If it weren't for Topix, most people wouldn't have known what was going on inside the district. Of course, there were a few people posting on Topix who were denying that any of those things were actually happening and it's probably not too difficult to guess who may have been making those posts after all that's been uncovered.

It was December 2010 when I first learned about Mr. Critchlow and started looking into his credentials because of several posts on Topix. I took my questions about his credentials and his salary to the December 2010 Fox C-6 school board meeting. Of course I didn't get any answers just a comment from Cheryl Hermann telling me that I could call the district the next day to find someone who could answer my question. My question was directed at the board because they were the ones who approved his hire. Of course I didn't mention names, but they all knew who I was talking about.

Somehow though someone posted on Topix right after that night's board meeting about me speaking at the board meeting. What's so strange about that is the fact that there were only 7 people in attendance at the board meeting that night outside of the administrators and school board members. So whoever conveyed that information to whoever posted on Topix that night was pretty limited. Those 7 people were 2 students who spoke at the meeting, 2 parents, Kim Robertson from The Leader, a representative from Dan Jones and Associates and myself.

Since board meeting minutes weren't posted for over a month back then, it really narrows down who could have known that I spoke at the meeting that night. Who do you think would have told someone to post on Topix that night? The libelous posts really began to take off after that meeting that were directed towards me. Just a week later is when someone stepped over the line with their posts on Topix. Hopefully we'll soon learn who where that post came from.

For those afraid to speak about what they know, Topix is still a good way to get the information to the outside for others to investigate.

Board Kept in the Dark?
The public hasn't known much of what's been going on because Dianne Brown-Critchlow has done a great job of keeping information out of the board meeting minutes and by telling everyone that now is a good time to leave the board meeting right before the start of Public Comments.

Dianne Brown-Critchlow was also telling the board not to speak with people on issues. She emailed the school board in 2012 informing them not to speak to me due to pending litigation even though there was no pending litigation. Her email was written proof that she was telling the board not to speak to me. So speaking to the board was like speaking to a brick wall.

I was told prior to Dianne's email verifying what she was telling the board that the board members were told that the attorneys were taking care of things. So, no one on the board for years would respond to my concerns. They would just thank me for my information.

Dianne Brown-Critchlow used the same language during board meetings to keep from answering my questions at public meetings by stating that she couldn't talk about things because of "pending litigation". That's just another way that the public and the board was kept in the dark for so long.

New Limited Liability Company Formed By Critchlows
Well it turns out that the Critchlows formed a new Limited Liability Company on April 22, 2014 named CASH LANDING.

CASH LANDING was formed for the following purposes:

Land and Timber Improvement/Sales
Educational Consultation Services
Invention Development/Sales

CASH LANDING is quite an unusual name for an LLC that's going to be doing Land and Timber Improvement/Sales and at the same time doing Educational Consultation Services. The arrogance from the Critchlows never ceases to amaze me. Many of the slanderous posts on Topix conveyed a similar arrogance factor. Hmmm!

I'm certain that the community will be very happy to know what their tax dollars were being spent on when the Critchlow's purchased those logging tongs using a school district credit card. Now we have to go and look to see if a district credit card was used to pay for the fees to register the LLC.

The finds are so amazing that no one could even dream this stuff up.

Below is link to the Articles of Organization for the Critchlow's Limited Liability Company filing which was dated April 22, 2014. This public document has the Critchlow's address listed as their company's registered agent. It also has their address listed as the organizers of the company.

What I find really funny (but common in district documents) is the fact that their street address is misspelled next to Dianne Critchlow's name. I just had to laugh when I saw it. It reminded me of the mailer sent out about the 2012 Bond Issue by Friends of Fox!

Superintendent Critchlow Announces Her Early Retirement Amid Internet Scandal!

Tuesday July 15, 2014 was a big news day for Superintendent Critchlow and the Fox C-6 school district! Dianne Critchlow emailed a statement to news outlets announcing her early retirement. In her statement she said that her early retirement had nothing to do with accusations that she and other district employees harassed parents on internet message boards as reported in the KSDK news story.

I found her comments humorous knowing all that I know about the online postings on Topix and documenting and analyzing them over the past 4 years. People aren't as anonymous as they think they are and that's why it's not very smart to post things online that you wouldn't say in public.

That's why I also found it funny as to how friendly Dianne Critchlow and Dan Baker were at the May 2014 Fox C-6 school board meeting. I already knew before the May 2014 school board meeting that some of the defamatory posts on Topix had been traced to their residences.

They had been contacted by their ISP's weeks before the May 2014 meeting and were asked if they could release their names after the ISP's had been subpoenaed for their account information related to comments posted on Topix. That's why the attorney had to file a motion to compel on April 14, 2014 because the owners of the accounts refused to release their information. So, stating that she was retiring early had nothing to do with accusations about the internet scandal was really funny to hear.

I guess that knowing that your name has been released due to a subpoena request related to your internet account changes how you act around those that you know must know as well. It doesn't mean that those involved aren't going to deny doing anything wrong. But, it definitely changes how they behave!

I laughed when I heard Superintendent Critchlow's statement on KSDK saying that the recent internet scandal had nothing to do with her early retirement. I also found it funny when I read in the Post Dispatch that her statement said that she had approached the board in May before the board was made aware of the allegations in the lawsuit.

The Fox C-6 school board probably didn't know about the internet allegations in mid May. But, Dianne Critchlow certainly knew that something was coming down the pike. In fact, I let the cat out of the bag when I commented on my Twitter account on March 15, 2014 that we had obtained IP addresses from Topix. I deleted my post a couple of days later so we wouldn't tip anyone off. But, I think I already had.

In March, we didn't have the account names to go along with the Topix posts. Critchlow's statement said she told the board that she was retiring early because of health issues. I could see that it might be stressful knowing that your internet account and home address had been traced to online defamatory comments. That's why I found her comments funny. For her to not know about any comments being posted online is just laughable considering my efforts to get our school board to do the right thing for the last 6 years.

Superintendent Critchlow's statement about her retirement reminds me of the time when she told KSDK that the district has enough books for all of its students. However, if you talk to parents, teachers and some principals in the district you'll find out that the district doesn't have enough books for all of our students. It just sums up all of what's been going on for a very long time in our school district. It's a very sad ending to what could have been a good career had things been handled differently.

Anyone can deny being involved in nefarious behavior. Embattled leaders do it all the time. It doesn't make their statements true. But, it looks good in print and that's what you'll be able to Google for a very long time just like the comments that were made on Topix.

I believe that the majority of the community now realizes that they haven't been getting what they've been paying for over the last 9 years. They definitely haven't witnessed behavior that suggests that our district leadership represents a National District of Character that has been so heavily promoted by Superintendent Brown-Critchlow during her tenure.

What Got Our Educators Riled Enough To Write Defamatory Comments?

What was it that made some of the top leaders in our school district so upset that they would write defamatory and derogatory comments online about people that spoke up and asked questions about what was going on in the Fox C-6 School District?

Apparently, asking questions of the Fox C-6 school board about problems in our district, superintendent salaries and pointing out questionable administrative decisions upset the applecart. Sometimes, there were swift responses from our superintendent at school board meetings or in emails but never responses from the school board. But people posting their concerns online anonymously was an easy way for others to respond anonymously in support of the district to those posting concerns by calling them names or pointing out physical flaws or telling them to leave the district if they didn't like the way things were.

It turns out that some of those posts were traced back to the homes of some of our administrators and a retired administrator at least for the posts made since 2013. There are posts stating similar things that date back to 2010 when I first made some posts on Topix and spoke at the December 2010 school board meeting.

I informed our school board members many times over the last several years that I had posted on the Topix website 18 times and that the last time I posted was in January 2011. I wrote about the issues that were happening in our school district and documented facts that the public should know about. Of course, some of our school board members would consider some of those facts "negative" in nature since they weren't a glowing reflection on our district.

Reading the posts on Topix, you'll find that many critical comments about the district were blamed on me. I was an easy target. I had been speaking to school board members and voicing my concerns about problems in our district since 2008. I sent emails and spoke with some of our school board members over the years. I spoke at school board meetings. So administrators had at least one person they could blame for writing critical posts about the district on Topix.

I believe that board members were being told by some district administrators that I was writing defamatory comments on Topix which wasn't true. There were many questionable posts on Topix but I didn't write them. I was falsely accused for writing many posts on Topix over the last 3+ years even though my last post was in January 2011. In 2013, Troop falsely blamed me for hanging signs around the district which wasn't true either. Superintendent Critchlow eventually found out who was hanging signs in the district and sent him a Cease and Desist letter. But Troop ranted on me and another person for being responsible for the signs because he knew who we were. We both received Cease and Desist letters.

In order to clear up any misinformation, I'm providing all of the comments that I posted on Topix in my efforts to educate and motivate the public to speak up about the problems in our district and hopefully start questioning our school board. I wrote a total of 18 posts out of the thousands that have been written over the last 3+ years about our district and its problems. My posts were dry and boring compared to those of Troop and others that attacked me for exposing problems and the outrageous salary being handed out to our superintendent. I thought that facts alone about non-compliance issues and superintendent salaries would be enough to get the community looking into what was going on since the school board was ignoring the problems.

Topix had quite a few people voicing their concerns about our district anonymously. They were afraid to speak out in public about the problems in our district so they used Topix to express their concerns. They were afraid of the repercussions that they might suffer due to their employment in the district and the way that our leadership dealt with those that spoke out.

The general public wasn't going to find out about any of the "negative" things that were occurring in the district from our Superintendent or administrators. But, attempting to expose that information certainly seemed to get some people upset.

Information Hiding
It seemed pretty obvious to me that our superintendent didn't want the public to know everything that was going on behind closed doors in meetings or what was being said during Public Comments at school board meetings. All you had to do was read our school board meeting minutes and the fact that the district has refused to audio or video record school board meetings after several years of requests. And, everyone attending school board meetings for student recognition or other awards were always told by our superintendent that now was their chance to leave the board meeting right before the start of Public Comments. It was almost as if she didn't want them to hear what might be said during Public Comments. Well except for the time that 5 people showed up out of the blue and spoke about how wonderful the district and it's leadership was at one of the board meetings last year. That was quite a show.

As an example of hiding information from the public, after I spoke at the December 2010 school board meeting, my public comments were documented in the board meeting minutes as, "Concerns with the district".  I wrote to the board and asked them to more accurately document my comments as the public needed to know what I spoke about. My request was met with a response from Superintendent Brown informing me that the board meeting minutes met the requirements of the law and that the board minutes weren't going to be revised. I guess board policy requiring accurate minutes doesn't mean that they have to have any details.

Targeted on Topix
So, when did I first get targeted on Topix? It was shortly after the first time I spoke at a school board meeting in December 2010. Just one week after I spoke at the December 2010 board meeting, someone posted defamatory comments on Topix about me and my parents. Since there were only 8 people at the December 2010 school board meeting besides the school board members and administrators, it greatly narrows down the number of people who knew what I spoke about at that board meeting. Of those 8 people, there were a few students, a couple of parents, a reporter, myself. It also greatly narrows down who might have shared what I spoke about at the meeting with whoever wrote those defamatory comments.

The next time I spoke at a Fox C-6 school board meeting was at the April 2011 meeting. Since then I've spoken at several meetings. The defamatory and derogatory comments directed at me continued on the Topix website from early 2011 until early this year when it was announced that we were working on obtaining the IP addresses for the defamatory posts.

I found it amazing that defamatory remarks were written on Topix about me only hours after I spoke during Public Comments at the January 15, 2013 board meeting. In fact, I mentioned during my Public Comments that night that I hoped that there wouldn't be any defamatory or derogatory posts made about me or others that spoke at the meeting that night. However, just hours after that board meeting, defamatory comments were posted on Topix by "Seriously" on the Nepotism on Fox Schoolboard thread that were linked back to Dan Baker's residence. I was very surprised when I learned that posts were linked to his residence. But, Dan has been having to deal with ED OCR since 2008 and USDA OCR since 2009 along with Superintendent Critchlow. It certainly doesn't justify his comments. But, when you think you're anonymous, I guess you might say things that you wouldn't normally say to someone in person.

Hopefully, our school board members recognize that this type of behavior isn't acceptable to the general public and that it violates our district policies.

Below I have posted copies of all of the comments I posted on the Topix website with links to those comments. They were written between October 2010 and January 2011. I wrote my last post on Topix on January 11, 2011 but it was deleted from the Topix website at someone else's request.

I recommend checking out some of the posts written by Bullwinkle and Bronco on Topix in various threads about our school district. Their posts were made more than two years before the infamous posts made by Troop. The person or persons writing as Bullwinkle and Bronco shared information on Topix that only a few top people in the Central Office knew. Maybe someone could make a good guess as to who Bullwinkle or Bronco might be.

DIST COMPLIANCE REVIEW
The District is currently undergoing a District Wide Compliance Review by the Department of Education Office of Civil Rights. The District was notified in March 2010 that they would be undergoing a Compliance Review. The school district attorney wrote to Russlynn Ali, the Department of Education's Assistant Secretary for Civil Rights trying to get out of the Compliance Review. Russlynn Ali responded back stating that OCR will be conducting the Compliance Review.

This information has not been made public by the Superintendent or the School Board for more than 7 months. However, Senator Bond, Senator McCaskill and Congressman Carnahan were all sent letters by Russlynn Ali in March 2010 informing them that the Fox C-6 School District would be undergoing a District Wide Compliance Review by the Department of Education's Office of Civil Rights.

It would seem that the patrons of the district should be made aware of this as it is a public entity and by not informing them that this is occurring gives the appearance that there is not that much transparency in the district.

Does the School Board or the Superintendent not want the patrons to know what's going on behind closed doors?

The School Board meeting minutes were not posted online for the April through September meetings until October 11, 2010. However, none of the board minutes make a reference to the District Wide Compliance Review. The Office of Civil Rights initiated a total of 8 Compliance Reviews in the entire country this year as of a few months ago. Arne Duncan, the Secretary of the Department of Education mentioned that these Compliance Reviews would be coming in his March 2010 press release earlier this year.

It seems that maybe the monthly keywords posted by the District should be Reviewed and Followed by the Administrators and School Board Members and not just published for the kids in the District. Like someone else posted before, Administrators should lead by example. If leaders do not conduct themselves ethically, honorably or honestly, it makes it difficult for the patrons and parents of the district to respect them.


Superintendent Salary
Apparently, the moderators keep removing a post with Public Information regarding Superintendent Salary. The school board is responsible for determining what the salary is for the superintendent. Since 2006 when Brown became superintendent, her salary has increased from $137,859 which ranked 42nd in the state to 2010 at $207,393 which now ranks 7th in the state.

What is not known is that her contract contains an additional $13,000 for the 2010-2011 school year for
a Commitment Fee and an additional $15,000 for Family Health Insurance Cost and a $200,000 Term Life Insurance. The additional $28,000 in addition to her salary is not reported to Missouri DESE. So, without reading her contract which is public information, the patrons of the district would not know about the additional money being paid out.

KMOV recently did a story about Superintendent pay in the state asking the question why superintendent pay was so high and also looked at why some school districts with so few students had such high salaries. Fox has roughly half the number of students of Rockwood, Francis Howell and Fort Zumwalt but is ranked higher in Salary than those district superintendents.

You can find a ranking of all of the superintendents in the state from MO DESE as well as from a nice report from the ShowMeInstitute,org. The ShowMeInstitute,org has also compiled many of the Employment Contracts from most of the superintendents in the state. An earlier post asked about the morality clause in Brown's contract and there is not one.

School Board Ethics

Searching the School Board minutes you will find that Ms. Gee Palmer was appointed as the Director of Nursing for the school district while her husband David Palmer was the PRESIDENT OF THE SCHOOL BOARD in 2006. The announcement can be found in the May 16, 2006 Board Meeting Minutes:

As the Director of Nursing, Gee Palmer receives quite a bit more pay than the other school nurses. It is approximately another $30,000 above and beyond all of the other nurses' pay in the district.

STLTODAY has a couple of pages that make it very easy to search for the pay for ALL Educators in the state of Missouri from the MO DESE information for the 2009 and 2010 school years. You can search by name and/or job position. There are other nurses in the district that have many more years experience than Gee Palmer and makes a person question why one of the other nurses with more
experience was not chosen for the position of Director of Nursing.

You can use the following link on STLTODAY to search the 2010 Missouri Educators Salaries for all the districts in Missouri.

Searching the 2010 Missouri Educators Salaries for the Fox C-6 District, you will find that there are 10 nurses with more years of Public School Experience than Ms. Gee Palmer in the district and that the average nurses salary is between $41,381 to $42,881 while the Director of Nursing is getting paid $72,247.

Ms. Palmer is listed as having 10 years Public School experience. The Fox District has 3 nurses listed with more than 20 years of Public School experience in the district (28 years, 24 years, 21 years, 19 years, 17 years, 13 years, 12 years, 11 years, 11 years, 11 years). I have been told that the nurse with 28 years experience applied for the job for Director of Nursing but was overlooked and the job was given to Gee Palmer while her husband was the President of the School Board. These types of decisions truly make you question the Ethics and Morals of the School Board.

So, for the person asking what the patrons of the District would like to see in a school board member, I would say that it would be a person who would not be making or allowing decisions like this in the district. It's up to the patrons of the district to start demanding some answers and taking action in restoring Morals and Ethics in the District.


DOE OCR Investigation

Well unrelated to Ms. Brown's personal issues, the Department of Education Office of Civil Rights is already investigating the Fox C-6 School District. Ms. Brown was informed of the investigation in March 2010. However, the School Board nor the administration has informed the public about the investigation. It has not been reported in any School Board Meeting Minutes. Maybe Dianne or Dan Baker has not told the school board or maybe the School Board does not want the Public to know about it. The SD Attorney tried to get the School District out of the investigation by writing a letter to Russlynn Ali, the U.S. Department of Education Assistant Secretary of Civil Rights. The DOE's office wrote back and informed the school district that the investigation would be forthcoming.

All of this happened right around the time the administrators decided to forgo their raises for the year. I think the Fox Community should start asking questions of the School Board members about what's going on to see if they are getting the full story. I've been told by a board member that Dianne let's them know what they need to know to keep them informed. Well, maybe Ms. Brown is not informing the board. I don't know. I can only speculate. I think a lot of people over the years have gotten fed up and gave up when confronting the system. However, when people are very knowledgeable about the law and the school board, the administrators and the staff are not, it costs the district a great deal of
taxpayer dollars and a makes a great opportunity for school district attorneys to take advantage of the administrators lack of education and knowledge. So, you are paying for the administrators and for the attorneys to do the administrator's job.

So, a lot of taxpayer dollars are wasted on attorneys! I guess that's just the cost of doing business.

"Dianne P Brown, Arnold v Harley B Brown, Arnold" was posted in the Leader newspaper today.

There isn't a morality clause in Ms Brown's current contract, unlike that in the Rockwood School District Superintendent's contract.

From the Rockwood School District contract:

b. For Cause. This agreement may be terminated by the School District at any time during the term of this Agreement or any extension hereof by giving notice in writing to Superintendent by certified mail, for one or more of the following causes:

ii. Immoral conduct or conduct unbecoming of the position of the Superintendent of the Rockwood R- VI School District, as the same may reasonably be determined by the Board of Education consistent with the state statute and judicial interpretation thereof; or"

The C-6 School Board should be asked why this type of language IS NOT in the superintendent's current contract.

A School District Superintendent should demonstrate High Morals and should be held to a higher standard as they are Public Figures and represent Our School District and Our Community! It is up to the community to bring change by speaking with your School Board Members. Well, that is if Ms. Brown will allow you to speak with them.


MORALITY CLAUSES

You can review the contracts of most of the school superintendents in the State of Missouri that were compiled by the ShowMeInstitute.org.

The ShowMeInstitute studied the salaries and contracts of the superintendents in the State of Missouri in an effort to see how much of their pay is disclosed to the public and how much additional pay is "hidden" in their contracts such as annuities, bonuses, vehicle allowance, health benefits, etc. that is not reported to Missouri Department of Elementary and Secondary Education (DESE). Educator salaries are public information and are available from MO DESE and can also be found on the STLTODAY.COM website. But, you have to make a Freedom of Information Act request from your School District in order to obtain employment contracts and other documents that are available to the public. This is what transparency in government is all about.

By following the link above to the ShowMeInstitute.org website, you will be able to review the contracts from the majority of the superintendents in the state. You will find that many of the superintendent contracts have morality clauses and termination language in them.


What Are Proper Channels
Mr. Vinson, I attempted to go through the 'proper channels' and address the school board. However, Ms. Brown blocked me from exercising my rights by telling me that the school board had decided that they would not speak to me on a matter. It is very strange that she told me this at a school board meeting while the school board president himself was speaking to me and the board secretary about putting me onto the schedule for next month's board meeting. The board president told me that he had forgotten to put me onto the schedule for that evening's meeting after I had already spoken to him on the phone earlier about meeting with the board on an issue. There were other board members present at the head table that heard Ms. Brown tell me that the board had already met and decided not to speak to me. I asked Ms. Brown how the board president was unaware of the board's decision not to speak to me. I was told that they had already decided not to speak to me. So, if this is how Ms. Brown conducts business, then I can see how others would have problems going through the 'proper channels' as well.

So, if Ms. Brown decides that she does not want an issue to be heard by the school board, she simply tells the parent(s) or citizens that the school board has decided not to speak with them making it quite easy for her to cover up any issues that may not be favorable for her or for the district that may reflect badly on her. So, if the board does not get to hear about negative issues, how will they know one exists? From what I understand, it has been known for many years about this type of behavior and that
people have feared for their jobs and that parents have been met with resistance and/or retaliation when attempting to communicate through the 'proper channels'. So, I then wrote to each of the board members. From that attempt, I received a letter from the school district attorney informing me that all communications needed to go through them. So then I called a few school board members that I knew and they told me that the school district attorney had informed them not to speak with me regarding my issue.

So, how open is our school district to discuss matters when your own school board is blocked by the superintendent and then by the attorneys? Writing to the school district then resulted in a letter from the school district attorney stating that "The school district did not wish to engage in a letter writing campaign.".

So, Mr. Vinson how do you propose that you engage your school board who is elected by the community to represent the community if they are told not to speak with the patrons of the school district? I believe that I followed the proper channels but got nowhere and I know of others that have met the same resistance.

So, does this seem like a healthy and friendly environment for teachers and staff to work in and where parents feel that their voices are heard?

So Bullwinkle you instantly resort to name calling without knowing all of the facts.

It is ashame that you have no first hand knowledge about the situations at the school district. The board meeting I was referring to took place two years ago. That school board president is no longer on the school board.

When Ms. Brown calls the district attorneys into the mix to get around the issue, they can drag things out for a really long time. Then you have to contend with not only the rewriting of history by the attorneys but also attorneys making false statements about the law thinking the parents don't know the law.

You have your right to express your opinion albeit not an informed one since you were not involved in the events that occurred. I am just providing facts from personal experience.

Bullwinkle, if you are referring to the OCR Case, then you are incorrect in stating that we lost the case. The Office of Civil Rights is still monitoring the school district from the original complaint that was filed in August 2008 from which the district signed an Agreement but has not yet fulfilled the requirements of that Agreement. Independent of that, the district is currently undergoing a District Wide Compliance Review by OCR to address whether the District provides Individualized Health Plans to students that do not comply with the requirements of Section 504 and Title II. There has never been any ruling made by the Office of Civil Rights stating that the District "won".


Good Role Models Needed

Educators should be held to a higher standard and I believe that most of them do hold themselves to that higher standard. However, when an Educator does something that is not what you would expect from someone in their position or profession, it is a very big let down for both the students and the community alike. It also creates friction within the school workplace as well. And, I would also bet that it is something and someone you will easily remember for the rest of your life. This is why parents are so passionate about wanting their children to be educated by people that they can Trust and Respect. We need Positive Role Models for our children that will last them the rest of their lives!


To Parents Involved
START BY ASKING THE SCHOOL BOARD SOME QUESTIONS AT THE NEXT BOARD
MEETING!

Here are few questions:

Is the school superintendent expected to be a role model for the school district?

Is the school board interested in protecting the school community from anything that would distract it
from its purpose of educating each child that attends its schools?

What types of behavior does the school board consider to be inappropriate behavior for that of a school superintendent?

Are school district administrators expected to be held to the same high standards of moral conduct that the teachers and other staff members are held to?

Have teachers been fired in the past for engaging in similar conduct?

If so, then why would that rule not apply to administrators as well?

Was a person promoted to a principal position within the school district that did not possess the appropriate credentials required for that position? If so, then why did the school board approve that promotion?

Why did the school board renew Brown's contract in February 2010 when her previous contract was not due to expire until June 30, 2011?

Does the superintendent's contract contain a morality clause or any other type of termination clauses?


Coaching Qualifications

Those are good qualifications!

However, while trying to find out who everyone was talking about with those qualifications, I was very disappointed to find out WHY he was no longer the Head Coach at Tyler Community College. "Said person" was relieved of his duties in January 2007 after being arrested for a DWI after crashing his car into a fence in South Tyler. I understand that people make mistakes. Since he was in a "role model" position as the Head Coach at Tyler Community College, the college gave him 24 hours to submit his resignation. Since he did not respond by the deadline, the college fired their head football coach.

Now, as long as he disclosed this information on his employment application and it was OK with the school board, then it should not be an issue. Right?

According to MO DESE Salary data from the STLTODAY site, Coach was paid quite well in his FIRST YEAR of Public School Experience in the Fox C-6 School District where he was paid $98,589. His job title has him listed as a "Supervisor".

What did he Supervise?

For starting pay within any school district where funding is paid for by public funds, I consider $98,589 to be a very high starting pay. Especially since the records show that he has not worked in a Public School before. That salary is nearly as much pay as a principal who has been there for over 10 years in the district. I can see how this would be a morale issue for other staff within the district that have been there for many more years.

How did the school board justify his starting pay? Does anyone else see this as an issue?

I agree that the School Board needs a BIG WAKE UP CALL!!

The School Board is responsible for overseeing the district and I would agree that the school board members have looked the other way far too long or have been blocked from seeing things by Ms. Brown. It is their responsibility to ensure that things are being done properly. By not verifying things themselves is simply Irresponsible and a Dereliction of Duty and violates the Trust of the Community that voted them into their positions.

It truly is disappointing to discover everything that has been going on.

For all Concerned Citizens of the Fox C-6 School District, the next School Board Meeting is Tuesday December 14. I hope to see many of you there looking for answers!


Fox Alcohol Abuse Grant
In 2007, Fox was one of only 16 districts in the country that was awarded a grant of $1 Million dollars for Alcohol Abuse Education. It was published in the Leader back in 2007. The name of the program was "Project Toward No Drug Abuse".

I would think that hiring a coach with a DWI Arrest would have been somewhat of an issue for the district if it truly is trying to educate the kids about Alcohol Abuse. This just seems quite hypocritical of the schools efforts towards battling Alcohol Abuse.

You would have to be a well liked employee of the district when you are the wife of a school board member and former school board president! Your comments sound like you are threatening any employee of the district with losing their job if they make any negative comments about the district.

So, thank you for confirming what others have already stated is a common practice within the district to hide the truth!


School Awards Perspective
TNT stated that Lone Dell is Blue Ribbon School. The award touting needs to be put into perspective. Missouri DESE has a PDF document listing all of the Gold Star and Blue Ribbon Schools that have been recognized by the program between 1982 and 2009. The document also explains the criteria for qualifying for the program and the changes in the criteria over the years. The last time that Lone Dell was recognized as a Blue Ribbon school was for the 2002-2003 school year.

He doesn't list any K-12 Teaching or Education Management related work experience in his profile but he does list that he received a BS degree in Interdisciplinary Studies from Oregon State University in 1996 and an MA degree in Interdisciplinary Studies from The University of Texas-Tyler in 2000.
The University of Texas-Tyler Intercom Online Newsletter has him listed as a Master's Degree Candidate in Art in 2001.


What type of education, work experience or credentials does someone need before they can be a High School Teacher or a School Administrator in Missouri?
