Improvements in Transparency Helps the Community Perform Oversight

Nearly a decade ago, I was writing articles about some of the issues that our community was facing under superintendent Dianne Brown Critchlow. Between December 2010 and July 2015, I spoke at more than 20 school board meetings during the 3 minute public comments portion of the meeting because I could bring “concerns” to our school board as a whole because in 2010, school board members didn’t have individual email addresses like they do now. It took several years of me requesting for that to happen. I wrote articles on my blog and provided examples to our school board of what other school districts were doing in the area such as posting bill payments online for their community as well as board meeting packets and board meeting minutes within days of a school board meeting. Many of the school districts that Dianne liked to compare Fox to also posted audio or video recordings of their school board meetings online for the public to review. Asked to Pay For Bill Payments and Board Packets When I asked for copies of bill payments so I could review them to find out how much Fox was spending in legal fees in order to get around writing a 504 plan, I was asked to pay to get copies of the bill payments via my Sunshine Request because the law allows a school district to charge to provide copies of documents. However, other school districts were posting their bill payments online and were available for free. I pointed this out to our school board members at the time during public comments and via email. It took years for that to occur and it wasn’t until the very end of Dianne’s tenure before that started to happen. One thing that wasn’t posted online was the credit card statements. I asked our school board members during public comments at the February 2014 school board meeting as to whether or not they were being provided copies of the credit card statements with the board packets and bill payments each month for review since Fox had paid more than $2.1 million in credit card bills in the first half of the 2013-2014 school year

It became obvious that they hadn’t been getting copies of the credit card statements when I made a Sunshine Request to get copies of the credit card statements and I was asked to pay between $160 and $170 to provide me copies of those statements. It wasn’t until my Sunshine Request was fulfilled in the fall of 2014 that I noticed that copies of the credit card statements were FAXed to the district. Apparently, getting copies of those credit card statements for the school board was a problem too. Bill Payments Missing from Board Packets I'll never forget the comment I received after a school board meeting from former board member Dan Smith when I asked about posting the bill payments online. He told me that it would lead to more questions from the community. That was a pretty interesting response given the fact that bill payments are public records. Even after the board packets started getting posted online, the bill payments didn't get posted with them. When I asked about that, I was told that they didn't get posted because there were students names on the checks and that it was a privacy issue. It soon became apparent that the bill payments needed to get posted online with the board packets in order to keep the public informed about what was being spent by our school district each month. For ease of access for the community, I started posting copies of school board meeting minutes for the public to review and for me as well for quick access over on my blog. During the 2014-2015 school year, board meeting minutes started to get posted more quickly for the public and archived on the district’s website. I had to pay to obtain many of the board meeting packets in the early days when I made Sunshine Requests for copies of them even though they were already in PDF format. Below is a link to where you can review board meeting minutes and some board meeting packets dating back to the 2001-2002 school year. There's some history documented in those board meeting minutes and board packets of what went on at Fox during that time. There just wasn't a lot of detail. At least not compared to being able to watch video recordings of BOE meetings and being able to download board meeting packets from BoardDocs.

Here’s a link to an article written in April 2014 about those missing credit card statements.

Must Watch! HBO's "Bad Education" Movie Receives Two Emmy Nominations

The movie "Bad Education" just received two Emmy nominations the other day.

Bad Education is a movie about the true story of the misuse of taxpayer dollars and the deception by some of the administrators in a Long Island school district in the late 1990’s and early 2000’s. The movie may remind you a lot about what happened in the Fox C-6 School District in 2013-2014 and the misuse of credit cards by some of our former school district administrators.

I’ve watched Bad Education a few times already since it first premiered on HBO a few months ago. It’s an excellent movie. It reminds me of so many things that was going on in our school district during Dianne Brown-Critchlow’s tenure as superintendent that I was documenting on my FoxC6Watchdogs blog back then.

Of course, I was looking into several things going on in our school district at the time like the over the top salary being paid to our superintendent, the comments be posted about me online for asking questions at board meetings as well as the ongoing 504 issues in our school district.

No Audio or Video Recordings of School Board Meetings
And, since Fox wasn't audio or video recording school board meetings back then, the public was pretty much kept in the dark about what I was asking our school board and our administrators. School board meeting minutes didn't provide any details as to what I was asking during public comments.

I would bet that if any of Fox’s former school board members watched the movie Bad Education, that it would bring back quite a few memories for them as well. It was at the February 2014 school board meeting when I asked our Fox school board members during public comments how they could approve bill payments without good descriptions of bill payments and without being provided copies of the credit card statements.

Great Scene About Personal Purchases Brings Back Memories
There’s one scene in the movie when the superintendent, played by Hugh Jackman, tells the school board members about the amount of taxpayer money that the auditor found that was spent on personal purchases by the school district’s business manager. That scene makes me wonder if our school board members felt the same way when they started looking at the credit card statements that were received in bulk by fax after I made a Sunshine Request for copies of them in April 2014.
Shredding Documents
I’m guessing that the district credit card statements may have been part of the documents that were shredded by Mark McCutchen, Fox’s former Chief Financial Officer (CFO) during Dianne's tenure as superintendent. Mr. McCutchen abruptly left the district after I made a Sunshine Request for copies of the credit card statements. Mr. McCutchen didn’t respond to the auditor’s questions during the state audit. His input to the audit should have been crucial to the state audit.

Grandview School District Patrons Can Relate
The parents and patrons in the Grandview School District can probably relate to the movie as well.

Some of the administrators in the movie Bad Education and the business manager at Grandview were prosecuted for their improper use of taxpayer dollars.

No one was prosecuted at Fox related to the findings of the state auditor's report that I'm aware of.

U.S. Attorney Told Me They "Didn't Find Any Criminal Intent"
The U.S. Attorney’s office told me in November 2017 that their office “didn’t find any criminal intent” when they reviewed the state auditor’s report, the FBI report and the Jefferson County Sheriff’s Office report due to the fact that our school board had approved all of the bill payments even though Fox's board members weren’t provided copies of the credit card statements. It was suggested by the U.S. Attorney's office that our school board needed to improve its approval processes.

Freedom of Information Act Request for FBI Report
I've made a couple of Freedom of Information Act (FOIA) requests to the FBI for a copy of the FBI Report related to the state audit. I have a copy of the Jefferson County Sheriff's report and a copy of the state audit.

My first FOIA request response from the FBI informed me that the FBI was unable to identify any main file records responsive to my request related to Dianne Critchlow or the Fox C-6 School District. My second request was made with the actual FBI report number (46H-SL-7854210) provided to me by Jefferson County Sheriff Dave Marshak.

The FBI's response to my second FOIA request informed me that it may take up to 1500 days to respond to my request.

Is that what people refer to as sweeping things under the rug?

It shows what can go wrong when school board members and outside auditors don't do a very good job of oversight of a school district.

Have you asked Fox C-6's Board of Educations what their plans are to recover Public Funds?

I've been a bit behind on posting some of the items that I've posted on the Fox C-6 Watchdogs Facebook page.

On June 5, 2017, I wrote the following post on Facebook for the community. I wrote it because it had been more than a year since the Missouri State Auditor publicly released their audit findings of the Fox C-6 School District. And after a year, there still hasn't been any further recovery of public fund.

On June 2, 2016, the LEADER's Patrick Martin presented some really good questions after the release of the 2016 Missouri Auditor's report in his Editor's Opinion article below: The title of his article was "Latest Taxpayer Horror Movie Unfolds within Fox Audit".

Below is what I originally posted on Facebook on June 5, 2017 along with a few additional details I've added regarding Dianne Critchlow's July 2014 Settlement and Release Agreement.

From Fox C-6 Watchdogs Facebook Post - June 5, 2017:

Has anyone else asked our school board or superintendent what the district plans to do about recovering the funds that were identified in the May 2016 Missouri State Auditor's report?

Last week I met with Dr. Wipke and Fox's school board president to discuss what the district planned to do about recovering the taxpayer dollars that were identified in the 2016 State Auditor's report.

If you think pursuing recovery of funds is important to our students and our taxpayers, I highly recommend contacting our school board members.

Currently, it doesn't appear that the district believes it can recover the funds for a variety of reasons.

Some of those reasons are:
  • There was never an admission of wrongdoing.
  • It doesn't appear that there was criminal intent to misuse taxpayer funds.
  • No criminal charges were filed by the prosecuting attorneys.
  • Since no criminal charges were filed, it makes it difficult to claim a "criminal loss" with the school district's insurance company.
  • The district could spend more money in legal fees than they recover.
  • Everything was approved by the board or signed off by the board president.
  • People's memories of what occurred may have faded.
  • Bringing up the past brings negative energy to the district.

You can find a lot of cases across the country where school districts recovered funds for their students and taxpayers after scathing audits. Typically school districts filed civil suits to recover the funds. In other cases, the school district's Errors and Omissions Insurance covered the loss and the insurance company then pursued the funds from the individuals that misused them.

Reading through years of articles, it's easy to see that a few people in the district didn't want the public to know what was going on.

As far as school board approval goes, at the June 25, 2013 school board meeting, the district submitted their request to the board to approve credit card usage according to school board policies. The district touted to the board that they now had "tighter controls" over their credit card usage.

So, who's to blame for the individuals like Dianne Critchlow for not following school board policies?

Was it the school board's fault that Critchlow did not follow school district policy when she used her school district credit card to purchase personal items and meals?

Critchlow had a very good reason as to why she didn't want me to get copies of the school district credit card statements in February 2014. You can also figure out why the district didn't provide me copies of the credit card statements for nearly 6 months after my original request.

I was also wondering if former superintendent Dianne Critchlow's 2014 Settlement and Release Agreement has been keeping the district from pursuing misused funds. I was provided the separation agreements from a Sunshine Request made in July 2014 and posted it on August 5, 2014. There were two very notable items in the separation agreement.

The first notable item that was written into the separation agreement was the fact that the district allowed Critchlow to file a claim using the school district's insurance policy that was paid for with public funds for "defense and indemnification”. This would most likely pay for any legal fees as well. It appears in paragraph 3(e) of her Settlement and Release Agreement as follows:

“Critchlow does not waive and hereby expressly reserves her rights and abilities, if any, to file a claim for defense and indemnification under any policy of insurance that may apply in any case, including but not limited to any policy of insurance purchased or retained by the District.”
Perhaps this part of the Settlement and Release Agreement is why the district hasn't filed a claim with the district's insurance carrier.

There’s also another sentence in her Settlement and Release Agreement that states that she cannot file a lawsuit against the district:

“Critchlow understands that the provisions of this Paragraph and Paragraph 3 mean that she cannot file a lawsuit against the District.”

You can read about Dianne Critchlow's July 2014 Release and Separation Agreement and read a copy of the agreement as well as view some of the district's Credit Card Statements I finally received in 2014 in the following article I wrote on August 5, 2014:

A year ago on June 2, 2016, the LEADER's Patrick Martin presented some really good questions after the release of the 2016 Missouri Auditor's report in his Editor's Opinion article below: The title of his article was "Latest Taxpayer Horror Movie Unfolds within Fox Audit".

Critchlow Mentioned Amazon Charges at the May 2014 Fox C-6 BOE Meeting! Hiding Facts!

It's definitely not funny that former Fox C-6 superintendent Dianne Critchlow was using her district credit card and other district employee credit cards to make purchases for personal use. But I did find it funny that she mentioned the Amazon charges at the May 2014 Fox C-6 Board of Education meeting when she responded to my Public Comments.

I was reviewing my audio recordings from Fox C-6 school board meetings looking for examples of when Critchlow would tell everyone at the board meeting that now was a good time to leave. She would say it right before Public Comments started when I made Public Comments.

May 20, 2014 was the last Fox C-6 Board of Education (BOE) meeting that Dianne Critchlow attended. Right before I spoke at that meeting, Critchlow told the parents and students in attendance for recognition that now was a good time to leave as happened many times before right before the start of Public Comments.

The May 20th meeting was also the last meeting before the media announced that defamatory comments posted on the TOPIX website were linked to her home and the home of assistant superintendent Dan Baker.

At the May BOE meeting, Dianne Critchlow and Dan Baker were both already aware of the fact that their homes had been linked to defamatory posts made on Topix. Their Internet Service Providers (ISP) had already contacted them in March or April asking them if they could give out their information because of a subpoena. So they both knew at that meeting and even at the workshop before that they had been linked to posts on TOPIX. That may be why they were fairly friendly at the meeting.

At the May meeting, I still didn't have credit card statements because Critchlow wanted me to pay $170 to get copies of them. I refused to pay because the board should have already had copies of them and they were public records and Sunshine Law allows them to waive the fees when the documents are for public interest.

Even though I didn't have the credit card statements, the May 2014 board packets had the newly updated Bill Payments Report that included individual credit card charges. That's one of the topics that I came to speak about that night.

The Bill Payments report changes came about after I put pressure on the board in February 2014 to include the credit card statements in the board packets. However, the first pass of the Bill Payments Report didn't help much as I mentioned in my Public Comments. But the late materials copy of the board packet had an improved version which I linked to later in this article.

We all now know why Critchlow was so reluctant to include the credit card statements in the board packets. It also made her response to me at the May 2014 board meeting somewhat foretelling of what may have been weighing on her mind at the time.

During my Public Comments at the May 2014 board meeting, I repeated my concerns to the board about the bill payments reports, the credit card purchases, transparency issues and lack of response from the board via email. When I finished speaking, Critchlow responded to my comments about the updated Bill Payments Report and the credit card charges listed in the updated report.

(NOTE: The district had already spent more than $2+ million dollars on district credit cards for the 2013-2014 school year by February 2014.)

I laughed when I heard Critchlow's response when reviewing my audio recording because of the fact that she used AMAZON as an example of a credit card charge that might be listed on the newest version of the bill payments report. Because that's where she purchased the logging tongs, tow chains and blinged out cell phone cases from on April 2, 2014.

It's funny that Critchlow mentioned AMAZON! It must have been fresh on her mind since she just purchased those items the month before and they were on the May 2014 updated Bill Payments Report in the May board packet. Up until May 2014, credit card payments were listed as a single line item payment for each of the credit card vendors each month, SAMS CLUB DISCOVER, VISA CARD SERVICES and AMERICAN EXPRESS.

Not only did Critchlow place her order during the work day for those items on April 2, 2014 but she used Debbie Davis's school district DISCOVER CARD to pay for them rather than her own district credit card!

Critchlow also had the order shipped directly to her home rather than the school.

It's hard to believe that the items she ordered weren't going to be used for personal use since she had them shipped directly to her home. You can find the purchases on the 04/23/2014 Discover card statement. I've written about some of this before in the article below which has a link to the October 3, 2014 demand for repayment letter sent to Critchlow from Fox CFO John Brazeal.

It's easy to say that the board was approving credit card payments. But you can't say that they were approving the individual credit card charges because Dianne Critchlow wasn't giving them to the board or the public. That had been my point for a long time. Without being able to review the individual charges on the statements, no one knew what was being purchased and how our tax dollars were being spent. Even with individual charges listed in the bill payments report, there was no way to know what was being purchased until the receipts for the charges were reviewed.

Plus, Critchlow used her secretary's Discover card to make purchases for her own personal use. Using someone else's credit card to make purchases would be very misleading to the board even if they did see the charges.

I had been asking the board to update the 2013-2014 Bill Payments report since August or September 2013 after the transaction description and account description columns were removed from the report when Fox switched to new software. It wasn't until later that I found in the district policies that the transaction description and funding account columns are REQUIRED to be on the report for the board to approve per district policy. So when Critchlow wrote me an email refusing to update the Bill Payments Report to add those columns back on the report she was violating board policy. Her email to me is very important evidence as to how she was keeping information from the board and the public.

Matching Up Credit Card Charges To Fund Accounts
I extracted the Bill Payment report pages from the May and June 2014 board meeting packets into a document that you can review to see what account funds the credit card charges were being posted to. You'll see what I was talking about in my Public Comments in the very first section of credit card charges from the May 2014 board packet. That section lists CARD SERVICES for both the TRANSACTION DESCRIPTION and the VENDOR NAME. That's not helpful at all in knowing what was purchased with the credit card.

What you can see is that the ACCOUNT DESCRIPTION column shows what fund account the charges were posted to. I included both the DISCOVER CARD and VISA CARD statements with the May and June Bill Payments reports so you can attempt to reconcile the line items on the Bill Payments report with the individual charges on the credit card statements. I've already highlighted the charges for Dianne Critchlow on the reports including the ones that she charged to Debbie Davis's DISCOVER CARD. Take note of what Accounts the charges were posted to. There are probably many more charges posted on other employee credit cards that we don't know about yet.

You'll notice that the first line item on the Bill Payments report for CARD SERVICES or SAMS CLUB DISCOVER has a total amount in the CHECK AMOUNT column. You can use that amount to match up the credit card statement with the check amount to know what charges on the statement match up with the entries on the Bill Payments report. This might make a fun game for a FACS class, business class or a journalism class.

Intent to Hide Facts
Note the use of PROF DEV MEAL ALLOWANCE VENDOR in the VENDOR NAME column on page 6 of the Bill Payments Report instead of using the actual name of the restaurants where Critchlow, McCutchen, Scott and others purchased food. Listing so many different fast food restaurants and other eateries would have thrown up a Red Flag as it did when the public saw the credit card statements for the first time.

Using PROF DEV MEAL ALLOWANCE VENDOR for restaurants gives the impression that someone wanted to hide the fact that administrators were eating quite often using Professional Development funds. In fact, the $11.79 charge was for the McDonald's meal that Dianne Critchlow charged to the district on a Saturday April 5, 2014 while she was on Family Medical Leave. This tactic demonstrates a great lack of integrity for a National District of Character.

Who's idea was it to enter PROF DEV MEAL ALLOWANCE VENDOR into the payment system rather than the actual restaurant names such as BurgerKing, Drunken Noodles, McDonalds, Panera Bread, Lodge Food and Beverage Lake Ozark MO and Holiday Inn Columbia?

To learn more about the funding accounts download and read the 2014-2015 Fox School District Budget from the district's website. Look in section 4 for the Revenue Accounts to see the list of revenue accounts and their prior year actuals and budget amount. You'll notice that the Critchlow charged the cell phone cases to the ADMIN OTHER EXPENSE account and the logging tongs to the STUDENT ACTIVITIES (S/A) BRIDGES REVOLVING account and other charges were posted to the S/A FOX DISTRICT REVOLVING account.

Critchlow refused to post the School Budget documents on the district website when I asked for them 3 years ago and numerous times since then. You can find them using the link below:

Prior Audits by Dan Jones & Associates
You may also want to review the audits that have been done each year by Dan Jones and Associates from the district website as well. It's odd that the yearly audits don't mention anything about the district credit cards considering millions of dollars in payments were made using credit cards.

There are disclaimers in the independent audit reports as well as to what their audits may or may not uncover related to the district's internal controls. According to the audits, it appears that they no issues were found to report to the board. You can download and read the audits here:

More Info On Twitter
Yesterday, after I extracted that audio I quickly posted a Twitter link to the audio on twitter so everyone could listen to her response. Posting on Twitter is quick and easy. That's why it's a good idea to follow my Twitter account as well:

You don't have to have a Twitter account to view my posts on Twitter. At anytime you can browse to the link above to read my Twitter posts. Dianne Critchlow used to have a Twitter account. I used to reference her posts and account quite often. However, she deleted her account when the internet scandal broke which also deleted the posts that she made including the one that said she was going on Family Medical Leave (FMLA).

So, if you haven't seen a post on this blog for several days or more you may want to check my Twitter page. I post a lot more quick comments or links to news articles, audio recordings or videos on Twitter because it doesn't take several hours or more to write and edit a whole article like it does when I write a blog post.

So I encourage you to follow or check in on my Twitter page quite regularly. I'm sure it won't grab national headlines like the #callitoffdianne tweets that were made by students in the district wanting to get off of school for a snow day earlier this year. But, you may find some news or information there that might be of interest.

The Paper Trail Keeps Growing!

It's evident from the small amount of information that's been uncovered so far that every single credit card purchase made by several of Fox C-6's administrators on their district credit cards will have to be reviewed and scrutinized. The charges placed on the Discover card of other district employees will have to be reviewed as well. It's well documented that Dianne Critchlow used other district cards for purchase as well.

It's not just enough to look at a single charge from a hotel. Each of the charges on the hotel bill itself must be scrutinized as well. The Hard Rock Hotel invoices have charges for restaurants, ice cream, hot dogs and parking charged to their rooms.

You can review the charges from the Hard Rock Hotel invoices from the June 2013 Marzano Conference in Orlando using the link below. None of the meal charges and parking fees were documented in the Leader or on the recent You Paid For It! news story:

Federal Dollars For Professional Development
Title II Professional Development Funds can be used as "incentives" to train and recruit high quality teachers and principals. Fox used the "incentive" funds for fun getaways and everyday meals. Those seem like great incentives.

Professional development is how many of the charges were explained and we've been told there are explanations for every charge!

Just because there are explanations doesn't necessarily make them valid. I've been searching and reading documents concerning allowable and unallowable uses of Title II Professional Development funds. Food could be an incentive. But, I'm not sure that it truly qualifies as Professional Development when eating at McDonald's.

You can read more about Title II and Professional Development subgrants from the U.S Department of Education here:

More Demands for Repayment
Last Friday I was emailed a copies of more Demand for Repayment letters that were sent to former Fox C-6 superintendent Dianne Critchlow. One of them had a copy of a receipt from McDonald's for lunch that was purchased on Saturday April 5, 2014 while she was on Family Medical Leave. The McDonald's receipt was documented as Professional Development.

The demand letter from Fox's CFO had the following comment regarding the McDonald's receipt:

District records indicate that you were on FMLA during that timeframe. So, on a Saturday while you were on FMLA you supposedly engaged in a professional development activity that justified the purchase of food from McDonald's at District expense. Frankly, there is nothing believable about that scenario.

The above comment sums up a lot of what's been done and said by Dianne Critchlow while she was superintendent of Fox C-6. Many things were not believable. There is plenty of documentation to back that up.

Every Credit Card Charge Must Be Reviewed
Because Critchlow shattered the trust of the taxpayers, we must look at each and every purchase to determine how much taxpayer dollars were used for her own personal use. Just looking at the April 2014 VISA statement included in the demand letter above, there are multiple charges that are questionable.

Why would Critchlow be shopping at Hobby Lobby with her District credit card while on FMLA?

I don't have the exact dates for her FMLA but it was only 2 days before the McDonald's meal which was documented as being purchased while she was on FMLA.

Critchlow went shopping at the South County Wireless Freedom store the day before she ate at McDonald's. What did she purchase there? Was it more cellular phone cases or spare batteries? We'll need to see that receipt as well.

Then you have to wonder what she purchased at Hobby Lobby and Walmart for more than $240+ dollars that were used for school. What are on those receipts?

Those purchases are similar to the ones at Target in December 2011 when she purchased the Nikon 1 digital camera, spare lens, battery and memory cards right before her daughter's wedding. There's really no telling as to how much taxpayer dollars were spent on personal use items.

The charges listed below are the charges that were listed on Dianne Critchlow's April 21, 2014 VISA card statement:
  • 04/03/2014 - Hobby Lobby        - $89.14 (For what?)
  • 04/04/2014 - Wireless Freedom - $79.19 (cell phone cases/batteries?)
  • 04/05/2014 - Shell Oil                - $85.06  (Yukon has a 31 gallontank)
  • 04/05/2014 - McDonald's           - $11.79 (Professional Development?)
  • 04/11/2014 - Walmart                - $152.00 (Gift cards?)
  • 04/14/2014 - Panera Bread        - $31.19 (More PDC?)
  • 04/17/2014 - Shell Oil               - $45.37
Critchlow didn't make that many purchases on her district VISA card in April 2014 compared to other months. But, every receipt must be reviewed and scrutinized because trust has been lost and everything must be questioned.

Critchlow was quoted as saying that she welcomed an audit. Perhaps she thought a State Audit would be similar to a Dan Jones & Associates audit which just samples some data to see if things look OK. This State Audit report should be an eye opener compared to the 2002 audit.

Critchlow had already been informed by her Internet Service Provider in April 2014 that her name and address was being provided due to a law suit for libelous and derogatory comments that had been linked to computers in her home.

Everyone seems to be amazed as to how bold Critchlow was in her spending of taxpayer dollars for personal use. You get the impression that she thought that no one would ever see or review the credit card statements. She certainly wasn't supplying the credit card statements to the school board as required by District policy. She tried to charge me $170 to get copies of them per my April 2014 Sunshine Request knowing that I wouldn't pay for data that should have already been provided to the school board for free.

Have you found yourself shaking your head side to side lately in disbelief?

I think almost everyone has. Just watch someone when they start reading an article in the paper or on this blog or on the news to see if they do what so many have been doing lately of shaking their head in disbelief.

For more unbelievable information, check out Dianne Critchlow's Amazon.com orders that she had shipped directly to her house. The receipts are listed in the demand letter below:

Below is a copy of the Demand for Repayment Letter sent to Dianne Critchlow for the After Football Game Party she threw for Administrators and charged to Professional Development:

It's going to take a long time to go through all of the receipts and recoup taxpayer money. What a waste of time!

Wow! More Items Recovered from Former Fox C-6 Superintendent Dianne Critchlow!

Soon the Fox C-6 community is going to learn just how much former Fox C-6 Superintendent Dianne Brown-Critchlow used her district credit card to make purchases for personal use with taxpayer monies.  I've submitted a Sunshine Request to the district asking for credit card information dating back to when she started her tenure as the Fox C-6 School District Superintendent in 2005 since it appears that this has been going on for quite some time.

It's definitely hard to believe that Dianne Critchlow would use taxpayer dollars to make purchases for personal use given the fact that she was making more then $260,000 a year in salary. Our district has already hit national headlines related to the cyber-bullying scandal. This will just add to the unwanted publicity!

The taxpayers of the Fox C-6 School District and the public in general are going to be amazed at what's already been recovered from former Superintendent Dianne Critchlow's home or property. I'm certainly glad that we have former Fox High School graduate John Brazeal as Fox's new CFO. He has been working on uncovering things and recovering property. He was thrown into the fire and is doing an excellent job of going through the receipts and keeping the public informed about what he has uncovered.

It's pretty easy to understand why former Superintendent Dianne Critchlow asked Fox's former law firm to send out Cease and Desist Letters to individuals working to uncover and expose what was going on in the school district under her watch. It's even easier to understand why she didn't want school district credit card statements made public and why they weren't being included the board meeting packets each month for the school board to review.

This is one news story you won't want to miss!

Russell Kinsaul from KMOV News 4 posted a news story about the items recovered so far from Dianne Critchlow's home:

Russell Kinsaul tweeted a photo of some of the items recovered so far:

Stepping through the video from KMOV I noticed that Easton ball bats still have the plastic wrappers on them. It also appears that there are 2 Asus Memo Pad tablet computers and they appear to both still be in shrink wrap as well. Why were these items still shrink wrapped?

The digital cameras appear to have been purchased over a number of years based upon their model numbers. I looked up the cameras from the model numbers in the video footage and posted their MSRP prices as well as when the cameras were introduced.

The inventory sheet from CFO Brazeal stated 1 ASUS Memo Pad but from the video it appears that there were 2 ASUS Memo Pad tablet computers. No prices have been included below for any of the extra lenses that can be seen in the camera bag for the Nikon D5000 since there's no information about them. But, spare lenses can run from $150 to $1000 or more.

Based on MSRP prices, the district has recovered more than $4000 in equipment just for those items with prices listed on them below. That does not count the laptop, air compressor and air brush nozzle or phone and tablet cases.

Some of the items recovered so far include the following:
It's easy to see why the Fox C-6 school board took school district credit cards away from ALL Fox C-6 School District superintendents in June 2014.

There were a couple of superintendents that used their credit cards responsibly. However, the merry band of friends that didn't use their credit cards responsibly and per district policy got away with quite a bit for quite a while before the credit card statements were made available. Apparently the Fox C-6 school board hadn't been reviewing monthly credit card statements for years or they would have noticed what was going on long ago. Dianne Critchlow wasn't providing the credit card statements to the board members in their board packets.

News from all of the debacle is most likely going to get worse before it gets better! So stay tuned.

MarzanoGate - TRULY The Luxury Conference for Fox C-6 Administrators!

Marzano Conference - Orlando, FL - June 19-21, 2013

UPDATED: 09/08/2014 - 10:00PM
(with information obtained from Fox CFO John Brazeal)

Mr. Brazeal wasn't able to answer all of the questions that I sent him early this morning regarding this conference, but he answered quite a few and will be updating me as more information becomes available.

There were 9 Fox C-6 employees and 3 spouses (non-employees) that (Several of the Fox C-6 Central Office Administrators and and at least one spouse) attended the Marzano Conference which was held June 19-21, 2013 in Orlando Florida.

Those that attended the Marzano Conference for Teacher and Leadership Evaluation were:
  • Dianne Critchlow
  • Jamie Critchlow
  • Dan Baker
  • Angela Baker
  • Tim Crutchley
  • Kirstin Pelster
  • Andy Arbeitman
  • Andy Arbeitman’s spouse (not a Fox employee) [she returned from Orlando a couple days earlier than everyone else]
  • Jeremy Donald
  • Jeremy Donald’s spouse (not a Fox employee)
  • Stacy Dockery
  • Stacy Dockery’s spouse (not a Fox employee)
I never would have expected our district to send so many people to a 3 Day Teacher and Leadership Evaluation Conference.

Did those that attended the conference learn that much to justify the cost?

What did they bring back to the district and how well did they educate and mentor others in our district with what they learned at the conference?

Or, was this a boondoggle paid for with taxpayer dollars?

There are still quite a few unanswered questions that Mr. Brazeal is still looking into. I am very glad that Mr. Brazeal is working for the district. He is doing a very thorough job and has been very open and transparent about what he has found.

You're going to probably need to go for a run, bike and/or swim after reading what Mr. Brazeal has uncovered so far about the June 2013 3 Day Professional Development conference in Orlando Florida.

Fox C-6 taxpayers aren't going to like the fact that taxpayers paid for Fox C-6 employees to attend a conference only to find out that 4 of the Fox C-6 employees attending the conference played a round of golf that was charged to a district credit card. The charge for golf was dated the same day as the first day of the conference.

How much time did those individuals that played golf get to spend at the conference during the conference's first day if they played golf that day?

Fox C-6 taxpayers won't like the fact that Todd Scott DID NOT attend the conference even though the credit card assigned to him was used at the conference.

Mr. Brazeal's Response to My Questions
I think it's much easier to simply provide Mr. Brazeal's email response to my questions since he summed things up so well (in italics below):

I am short two staff members this week, so data production is slower than normal.

I do not yet have answers for all of your questions at this time, but I will share what is known.

There were 12 people at the Marzano conference held June 19 – 21, 2013 in Orlando, Florida. Nine attendees were Fox employees. Three attendees were spouses. Attendees include:

  1. Dianne Critchlow
  2. Jamie Critchlow
  3. Dan Baker
  4. Angela Baker
  5. Tim Crutchley
  6. Kirstin Pelster
  7. Andy Arbeitman
  8. Andy Arbeitman’s spouse (not a Fox employee) [she returned back from Orlando a couple days earlier than everyone else]
  9. Jeremy Donald
  10. Jeremy Donald’s spouse (not a Fox employee)
  11. Stacy Dockery
  12. Stacy Dockery’s spouse (not a Fox employee)
Todd Scott did not travel to Florida for the conference. Various charges related to the Florida conference do appear on the credit card assigned to Todd Scott due to the fact that Dianne Critchlow borrowed the VISA card from Todd Scott. It appears the card was used by Jaime Critchlow during the Florida trip.
The charge on Todd Scott’s VISA card at The Villas of Grand Cypress in the amount of $336.54 on 6/19/2013 was golf fees for 4 (Jamie Critchlow, Andy Arbeitman, Jeremy Donald and Dan Baker). This was later reimbursed in full via a personal check from Dianne Critchlow dated 8/9/2013.
There were two vehicles that exited the parking lot at Lambert at the same time and used the Todd Scott VISA as payment. It is currently unknown which vehicles belonged to which travelers.
I only find two rental vehicles in Orlando. One rented by Tim Crutchley. The other rented by Dianne Critchlow. Please point out the third rental vehicle. [I asked why they needed rental cars for a 3 day conference since the conference was at a resort with shuttles.]
Everyone stayed at the same hotel.
The meal receipt at The Palms for $774 indicates there were 9 guests.
All receipts are under review. Appropriate reimbursements will be invoiced and collected.
Additional data will be provided as it becomes available.

Conference Hotel Cost Comparison
The November 2012 website link for the 2013 Marzano Conference for Teacher and Leadership Evaluation has a link to the 2013 Marzano Conference hotel which was the DoubleTree by Hilton in Orlando. Our Fox C-6 Marzano Conference attendees ended up staying at the Loews Hotels Hard Rock Hotel in Orlando which states that you can "LIVE LIKE A ROCK STAR". It's just that they probably shouldn't have been living like a rock star since their "Professional Development" conference was being paid for by taxpayer dollars.

Since the Hard Rock Hotel is part of Universal Studios Resort, it is a much more expensive than the DoubleTree hotel where the Marzano Conference was held. To get a rough idea as to how much more it cost to stay at the Hard Rock Hotel Universal Studios Resort where Fox C-6 employees and their spouses stayed during the conference, I clicked on each of the hotels Price and Availability links from their websites. Then I selected the same date range for each of the hotels and compared prices of their standard rooms with 2 Queen Beds. The date range selected was (Tuesday-Saturday June 16-20, 2015). Selecting these options provided a good cost comparison between the two hotels for the same time of year when the 2013 Marzano Conference was held.

Prices may be slightly higher in 2015 than they were in 2013, but I was looking for a general price difference between the two hotels.

Checking prices without applying any conference discounts and standard room rates from their websites I found that the standard room rate for 2 Queen Beds during the dates of June 16-20, 2015 was $199 per night at the DoubleTree by Hilton verses $328-$350 per night for the Hard Rock Hotel. That's a difference of nearly $150 per night for a total of $600 for a 4 night stay per room paid for by the district.

That would explain why the cost for the Loews Hotels Hard Rock Orlando charge on Dan Baker's VISA card was $1493.34 for June 18-22, 2013 (5 days / 4 nights) which works out to $373.34 per night.

It seems that the Fox C-6 taxpayers were spared no expense on this trip!

My Original Post Below
This was a very expensive 3 DAY conference for Professional Development for the taxpayers of the school district.

Several concerned citizens put together some of the costs of the conference that spanned the 2012-2013 and 2013-2014 VISA credit card statements and posted it on TOPIX yesterday. I have added in the additional information from the DISCOVER card as well as the airfare for Dan and Angie Baker that was charged to Tim Crutchley's VISA card as well.

There are a lot more charges that need to be accounted for in order to fully document the Total Cost of this conference for the Fox C-6 taxpayers. So far it's turning out to be a very expensive 3 Day Professional Development Conference.

Marzano Conference Total Cost (SO FAR): $9,045.73
This one conference alone cost the Fox C-6 taxpayer at least $9,045.73 based upon the charges posted on the VISA card and DISCOVER card statements available so far.

Not all of the hotel and airfare charges have been accounted for so far for this conference.

Missing Airfare Charges
Currently, the are no charges for airfare posted for Tim Crutchley, Todd Scott or Dianne Critchlow. We can reasonably estimate the additional cost of the airfare for those individuals to be the same as the airfare for the Bakers. The cost of airfare for the Bakers was $591.80 per person which includes the $25 upgrade charge per person per flight boarding.

Based on VISA card charges, it appears that at least the following people attended the conference: Dianne Critchlow, Tim Crutchley, Todd Scott, Dan Baker and Angela Baker.

So at a minimum the cost of the conference will increase by another $591.80 per person for Tim Crutchley, Todd Scott and Dianne Critchlow.  This will add an additional $1,775.40 to the overall cost of the conference.

By adding the additional airfare charges to the amount spent so far at the top of the article, the total cost for this 3 Day Conference would total: $10,821.13.

Wow!! That certainly seems like a lot of money for a 3 Day Conference for 5 people to attend based upon only the amounts that have been accounted for so far.

Missing Hotel Charges
Not all of the hotel charges have been accounted for as well. There are some hotel charges posted on Todd Scott's VISA credit card at the Villas of Grand Cypress for $336.54. There are also charges posted on Dan Baker's VISA card for the Loews Hard Rock Hotel for $1,494.34.

There were both credits and charges posted on Debby Davis's DISCOVER card for the Loews Hard Rock Hotel on the July 2013 DISCOVER card statement. But, since the total charges on her DISCOVER card resulted in a CREDIT to the Loews Hard Rock Hotel, we know there are charges for the hotel on her June 2013 DISCOVER card statement which we do not currently have a copy of. Once that statement becomes available we will update this article.

I'm not sure why some of the hotel charges were posed to Debby Davis's DISCOVER card. Debby Davis was Dianne Critchlow's secretary and the school board secretary. Did Debby Davis attend the conference as well?  Would there be a reason for a school board secretary to be attending a Marzano Educational Leadership Conference?

Did Spouses Attend?
I'm not sure why Angela Burns Baker attended the Marzano Conference. She is the Director of Title I or Federal Programs. She was previously an Assistant Principal but had been promoted to Director of Federal Programs. The Marzano Conference touts itself as an educational leadership conference. I'm not sure what the benefit was to the school district to have her to attend the conference as the director of Federal Programs.

If more spouses attended the conference, then the cost of airfare will increase as well if their airfare was charged to the school district. We will need to obtain the DISCOVER card statements in order to determine the total cost of this conference for the Fox C-6 taxpayers.

Rental Car Expenses - $1,757.20
The rental car charges for this conference were very expensive considering that the conference was in one central location and the attendees could have taken a shuttle bus to the conference. The total expenses for rental car charges accounted for so far is: $1,757.20.

Marzano Conference Related Charges on DISCOVER Card
There are very few people in the district that have DISCOVER cards. Debby Davis who is the superintendent's secretary and the school board secretary has a DISCOVER card. I'm not sure why there were Hotel charges for the Marzano Conference on her credit card rather than on each individuals credit card. It could have been due to the limits placed on some of the credit cards.

You Won't Believe This! But Credit Card Statements and Photos Don't Lie!

Several things were discovered this week that are probably going to upset the Fox C-6 taxpayers and parents even more!

It turns out that former Fox C-6 superintendent Dianne Brown (Critchlow) made quite a few purchases using her district credit card to purchase items / equipment for her own personal use even though they were paid for with taxpayer dollars.

UPDATED 1:20PM: Mr. Brazeal provide me with updated information at 12:19PM from Angela Baker. The information related to any wedding ceremonies in Florida was incorrect. This article has been updated and the incorrect information has been removed. The June 2013 trip to Orlando Florida that Dan and Angela Baker took was related to the Marzano Conference in Orlando from June 19-21, 2013. My apologies to the Bakers for my mistake.

Critchlow Purchased Items for Personal Use
Former Fox C-6 superintendent Dianne Critchlow turned in receipts for items she purchased for the school district using her school district VISA card. However,  many of those items have been found at her home and were being used for her own personal use rather than being used as intended for school business.

One of the items located and recently recovered from her home just this past Friday, September 5, 2014 was a Nikon 1 Digital Camera. She purchased the camera using her school district VISA card on December 13, 2011 at the TARGET store in Arnold. It's hard to believe that a superintendent making more than $1000 per day would be out doing technology shopping for the district. But apparently she found the time to do so as she was "putting our money into the classroom". It's too bad that it actually ended up in her home rather than the classroom.

The $674.90 TARGET charge on December 13, 2011 stood out while I was reviewing the VISA card statements this past Monday. I flagged it as a charge to look into.

As it turns out, Dianne Critchlow made several large purchases just prior to her daughter's wedding on Saturday December 17, 2011. As someone told me the other day, you just can't make this stuff up it is so unbelievable. Of course, I verified the information from Facebook postings, tweets and photos that I found online before writing about it here. And yes, it was very easy to find and verify.

A coworker of mine told me a few months ago when all the stories about Fox C-6 began hitting the news that he had attended Critchlow's daughter's wedding back in 2011. So when I saw the credit card charges from back then I checked with him to see if he remembered when her daughter's wedding took place. He said the wedding was right before Christmas 2011. The weekend before Christmas that year was December 17, 2011.

After seeing some unusual charges from around that time on Dianne Critchlow's VISA card statement, I sent over several questionable charges to Fox's new CFO John Brazeal and asked him if he had receipts for the purchases in question.

"TECH FUNDS" Was Written On Receipts For Camera
Mr. Brazeal responded with detailed information from the receipts in question. He informed me that the December 13, 2011 charge at TARGET was for a Nikon 1 digital camera and a LEXAR SDHC memory card. That purchase totaled $674.90. The Nikon 1 camera cost $599.99 and the memory card cost $22.99. Mr. Brazeal stated that one of the common themes of Dianne Critchlow's purchases was that she typically paid state sales tax even though the district is exempt from paying sales tax. The amount of sales tax paid on that charge was $51.92.

There was another charge at TARGET on Thursday December 15, 2011 for a Nikon 1 Lens and another Nikon 1 accessory as well as spare batteries and another memory card. The total amount of that purchase was $146.15 and the amount of sales tax paid was $11.24.

According to Mr. Brazeal both of the receipts had "TECH FUNDS" written on them.

After questioning these charges and informing Mr. Brazeal that the charges were made right before Dianne's daughter's wedding, Mr. Brazeal sent an email to Dianne Critchlow asking her where the camera was. It turns out that that the Nikon 1 digital camera was at her house. The camera was recovered by the school district on Friday September 5, 2014.

According to Mr. Brazeal there have been a number of items that had already been recovered from the Critchlow's home as they've been preparing for the audit and reviewing credit card charges and receipts which Dianne's attorney Chet Pleban made a Sunshine Request for when he sent the Mr. Brazeal a Cease and Desist Letter.

Mr. Brazeal told me that earlier this week the district had picked up some chains, logging tongs and other items purchased by Dianne Critchlow on her VISA card for hauling trees. The items were still in the packaging and had not been used. The items were at the Critchlow's home and had to be recovered from their home by a two person team and brought back to the school. There was also some softball equipment as well. Of course that equipment could have easily been used by any school in the district but it had to be recovered from her home as well.

It's becoming quite clear that not only were purchases made using district credit cards by our superintendents that weren't "Instructional Materials" which is all that is allowed to be purchased using district credit cards according to current district policies. But, items were purchased using taxpayer money that were used for personal use rather than school use.

The auditors will be very busy documenting all of this during his review of the district. Now that the public is aware of this we would expect to see some references to this in the state audit when it is released to the public.

Very Serious Problems!
Our community should be very concerned about what's transpired over the last 9+ years after discovering that this has happened numerous times. Not only was former superintendent Dianne Critchlow earning the 3rd highest superintendent salary in the state when she retired, but she was purchasing items using taxpayer dollars and using them for her own personal use even though receipts were turned into the school district as a school purchase.

Hopefully the state auditor will be extremely thorough so as much money and items can be recovered as possible after all that's been discovered in the last month since the school district's credit card statements were obtained via Sunshine Request.

How Could This Have Happened?
Cheryl Hermann is probably still wondering how all of this could have happened still after all of the controls that were put in place by the district after the last state audit in 2002. Cheryl, it was your job to be checking these things for the last 15 years. You were part of the problem for not doing your job as a school board member to verify bill payments and credit card purchases.

Cheryl needs to step down from her position a school board member especially after everyone recently learned that her daughter was just hired into the district as a Teacher's Aide while all of this has been going on. It was not a smart move to hire her daughter and reflect poorly on the current situation.

A National District of Character?
This sort of behavior does not reflect well for a district that was always being touted everywhere as a National District of Character.

I never thought that I would find out that things were this bad in our district and how corrupt and arrogant some of our Central Office administrators had become. I'm also amazed as to how they thought they would get away with this and never get caught.

It is going to take a very long time for our school district and the community to recover from the damage done by a few individuals in our school district.

I certainly hope and believe that it will be a very long time before someone in our school district tries to do what a few individuals have done to embarrass our school district, our community and themselves.

2011-2012 Fox C-6 Superintendent Credit Card Usage Revealed!

The 2011-2012 Fox C-6 VISA card statements provide another interesting look into the spending habits of several of the Fox C-6 School District superintendents.

Since Fox C-6 superintendents were using public funds to make purchases, the credit card statements are public records.

Shortly after originally posting this article, I received an email from Fox's new CFO John Brazeal regarding some of the credit card charges.

Mr. Brazeal stated that:
"Sometimes the raw data creates as many questions as it does answers. Although I am unable to interpret all the charges, I can update you on some items.
The series of odd charges in Colorado that were later reversed were the result of a card being compromised.
A number of charges on the D Brown (Critchlow) card are allegedly related to the golf tournament intended to raise funds for scholarships.
A few larger charges on the D Brown (Critchlow) card at regional restaurants tie to the Jefferson County Superintendents Association for which Fox served as the fiscal agent. These charges were covered by the dues collected from members of the association."
Based on the above information from Mr. Brazeal, caution should be used when interpreting some of the credit card charges. The community is certainly looking forward to having many of the credit charges explained.

Explanations should be thoroughly verified. Past behaviors and explanations that turned out to be false have lead to a lot of distrust of our district's leadership.

Some of that distrust comes from years of being provided false or misleading information and the fact that obtaining information from the district was very difficult or next to impossible to obtain for years. Repeated requests were made to publish board packets and bill payments on the district website. Those requests or questions went unanswered or were ignored for years. Sometimes a request was responded to with answers like we don't have the staff to provide that information. Superintendent Brown/Critchlow would tell me that the district would rather put the money into the classroom when asked to publish the data.

That being said, there are still a large number of food charges that were made on a nearly daily basis that are listed in this article. Many people question why administrators weren't paying for their own meals for many of the local food charges.

Fox superintendents who were among the highest paid superintendents and assistant superintendents in the state of Missouri should have been able to purchase their own local meals like most people do in the work force.

Keep in mind that the charges documented in this article are only for the school district's VISA card for the 2011-2012 school year. It DOES NOT include any charges that were made on school district DISCOVER CARDs or the AMERICAN EXPRESS card for the 2011-2012 school year.

It's been stated that Dianne Critchlow used other district credit cards for purchases such as the DISCOVER CARD held by Debby Davis and Jerry Kwiatkowski. Once the DISCOVER CARD statements become available for prior years, they will be posted as well.

The credit card usage by some of our Fox C-6 school district superintendents has definitely riled the public in our community. It took nearly 6 months of requesting to obtain the credit card statements from the school district. The difficulty in obtaining the credit card statements simply added to the distrust of district administrators. I documented this in a prior article about Why It Took So Long To Get Fox C-6's Credit Card Statements.

It's difficult to understand why the credit card statements weren't being provided to our school board each month in their board packets. It's also difficult to understand why the Fox C-6 school board hadn't been asking for the credit card statements to verify what was being purchased considering how much money was being paid to the credit card companies each month. By not reviewing credit card statements each month, questionable charges have been made for years which DID NOT follow school district policy.

Finally in June 2014, the Fox C-6 school board must have realized that there may have been a problem with how some Fox C-6 superintendents were using their district supplied credit cards because all superintendents had their district supplied credit cards taken away. The fact that the school board took credit cards away from all district superintendents validates some of the communities concerns.

School district policy limits the use of credit cards to the purchase of Instructional Materials. As you can see by reviewing the charges listed below, the cards weren't used solely for Instructional Materials.

Some of the charges below have been highlighted to help you find charges that really stand out. Some of the charges have different colored text to help them stand out and to help match them up with similar charges for hotel bills at conferences.

Some of the charges also include links to the hotel or the restaurant menus to help you understand why some of the charges seemed expensive.

A Few Observations and information about the 2011-2012 VISA Charges:
  • There were a lot of food purchases that could only have been for 1 or 2 people on many of the food charges.
  • The hotel and food charges for the Houston trip were quite expensive.
  • Airfares for the trip to Houston were not on the VISA Card Statements and must be on the DISCOVER CARD.
  • Lots of gasoline was purchased by Dianne Brown/Critchlow
  • Dianne Critchlow charged $100 at Q-Nails nail salon in Fox Valley across the street from the Fox C-6 Central Office.
  • Dianne Brown/Critchlow had quite a few car washes.
  • Dianne Brown/Critchlow made quite a few high dollar purchases at TARGET, LOWES, WALMART, HOBBY LOBBY and WALGREENS.
  • Dianne Brown/Critchlow had 9 high dollar charges to the DOUBLE DEUCE SALOON. Perhaps some of these charges were for the Jefferson County Superintendent's Association.
  • Starting at the beginning of the school year the charges were listed under Dianne Brown for her charges. Starting with the April 2012 VISA card statement charges were listed under Dianne Critchlow for her charges.
  • There are multiple charges on the same day at a few restaurants using the same credit card.
  • There were some legitimate charges for Instructional Materials on Dan Baker's credit card such as at DRYERASEBOARD.COM but a large portion of the charges were for meals.
To view ALL of the charges from the 2011-2012 Fox C-6 VISA Card Statements, click on the link below. There are a few charges to restaurants from other former Fox C-6 employees that are not listed in this article that are on the VISA Card Statements.

It should also be noted that there were many credit cards that were used by district employees for Home Ec classes, now known as Family and Consumer Science (FACS) to purchase items such as food for cooking. The FACS teachers used their credit cards responsibly. So, don't panic when you see a lot of charges to Save-A-Lot, Schnuck's, Walmart or Shop-N-Save, those charges were most likely Instructional Materials made by FACS teachers.

Below are all of the charges that were made on the district credit cards for former Fox C-6 Superintendent Dianne Brown/Critchlow, Assistant Superintendent Dan Baker, Assistant Superintendent Todd Scott and Superintendent and School Board Secretary Debby Davis.

NOTE: There were several odd charges that appeared on Dan Baker's credit card on 02/01/2012 and 02/02/2012 to Walmart for $500 and to BJS RESTAURANT. Fox's new CFO John Brazeal clarified for me that the charges were due to the card being compromised. The charges were reversed and corrected in March and May 2012. It took VISA two times to properly adjust the charges. For that reason, all of the charges and credits were not listed in this article.
