Superintendent Critchlow Announces Her Early Retirement Amid Internet Scandal!

Tuesday July 15, 2014 was a big news day for Superintendent Critchlow and the Fox C-6 school district! Dianne Critchlow emailed a statement to news outlets announcing her early retirement. In her statement she said that her early retirement had nothing to do with accusations that she and other district employees harassed parents on internet message boards as reported in the KSDK news story.

I found her comments humorous knowing all that I know about the online postings on Topix and documenting and analyzing them over the past 4 years. People aren't as anonymous as they think they are and that's why it's not very smart to post things online that you wouldn't say in public.

That's why I also found it funny as to how friendly Dianne Critchlow and Dan Baker were at the May 2014 Fox C-6 school board meeting. I already knew before the May 2014 school board meeting that some of the defamatory posts on Topix had been traced to their residences.

They had been contacted by their ISP's weeks before the May 2014 meeting and were asked if they could release their names after the ISP's had been subpoenaed for their account information related to comments posted on Topix. That's why the attorney had to file a motion to compel on April 14, 2014 because the owners of the accounts refused to release their information. So, stating that she was retiring early had nothing to do with accusations about the internet scandal was really funny to hear.

I guess that knowing that your name has been released due to a subpoena request related to your internet account changes how you act around those that you know must know as well. It doesn't mean that those involved aren't going to deny doing anything wrong. But, it definitely changes how they behave!

I laughed when I heard Superintendent Critchlow's statement on KSDK saying that the recent internet scandal had nothing to do with her early retirement. I also found it funny when I read in the Post Dispatch that her statement said that she had approached the board in May before the board was made aware of the allegations in the lawsuit.

The Fox C-6 school board probably didn't know about the internet allegations in mid May. But, Dianne Critchlow certainly knew that something was coming down the pike. In fact, I let the cat out of the bag when I commented on my Twitter account on March 15, 2014 that we had obtained IP addresses from Topix. I deleted my post a couple of days later so we wouldn't tip anyone off. But, I think I already had.

In March, we didn't have the account names to go along with the Topix posts. Critchlow's statement said she told the board that she was retiring early because of health issues. I could see that it might be stressful knowing that your internet account and home address had been traced to online defamatory comments. That's why I found her comments funny. For her to not know about any comments being posted online is just laughable considering my efforts to get our school board to do the right thing for the last 6 years.

Superintendent Critchlow's statement about her retirement reminds me of the time when she told KSDK that the district has enough books for all of its students. However, if you talk to parents, teachers and some principals in the district you'll find out that the district doesn't have enough books for all of our students. It just sums up all of what's been going on for a very long time in our school district. It's a very sad ending to what could have been a good career had things been handled differently.

Anyone can deny being involved in nefarious behavior. Embattled leaders do it all the time. It doesn't make their statements true. But, it looks good in print and that's what you'll be able to Google for a very long time just like the comments that were made on Topix.

I believe that the majority of the community now realizes that they haven't been getting what they've been paying for over the last 9 years. They definitely haven't witnessed behavior that suggests that our district leadership represents a National District of Character that has been so heavily promoted by Superintendent Brown-Critchlow during her tenure.

Ideas For Recouping Taxpayer Dollars Due to the Latest Scandal

So, how can the Fox C-6 taxpayers recover some of the money paid out to the individuals involved in the latest scandal to hit our school district?

The Fox C-6 community seems to be a little more aware now as to how much Superintendent Dianne Critchlow and other Fox C-6 administrators have been getting paid with taxpayer dollars compared to other administrators across the state. Last year Fox had the 2nd highest average administrator salaries in the state of Missouri and Superintendent Critchlow was the 3rd highest paid superintendent in the state. Their salaries are set by the school board. Over the last several elections, the community has replaced 5 out of 7 of the long term board members. Current board president John Laughlin was just elected in 2011. He was the first to replace one of the long standing board members that was allowing administrative salaries to rise out of control.

Superintendent Critchlow's salary was certainly much more than it should have been. In fact, the first article I wrote on this blog was related to superintendent salaries back in November 2010. Superintendent Critchlow's salary wasn't well known to people in the community back then and probably wasn't well known until the news broke a couple of weeks ago about the latest scandal in our school district. She has been trying to keep her salary information low key for years. It was one of the reasons I received a Cease and Desist letter in August 2012. So, there wasn't much outcry over her salary until recently. But, now that people know what her salary has been, many seem to be pretty appalled by how high it is. That's why being transparent is important to keeping things in check by the community.

I wrote the article about superintendent salaries linked below in November 2010. It pointed out how the lack of transparency in school districts allows salaries to grow out of control. The article has links to copies of contracts from superintendents across the state of Missouri that you can compare.

One of the things that you'll notice in most superintendent contracts is that they have a Morality Clause. I noted in other articles that Superintendent Critchlow's contract did not have a morality clause in her contract. However, Fox's school board policy states that her contract must contain one. So, getting fired for conduct unbecoming is not a problem.


It appears that one of the big concerns being voiced by people in the Fox C-6 community is, how can our school district keep from continuing to pay out these big salaries and cut it's losses? I've expressed some of my ideas below to school board president John Laughlin. I hope that some of the ideas listed below can be accomplished.

Since retirement benefits for educators are paid out for life with Cost of Living Adjustments each year, it would be good to reduce the amount of retirement dollars being drawn by any Fox C-6 employees involved in the latest scandal from the Missouri Public School Retirement System (PSRS).

IDEAS TO RECOUP TAXPAYER DOLLARS
  • Make the firings of district employees involved retroactive to when their involvement in their bad behavior began.
  • Attempt to recover the matching 14.5% that taxpayers paid into their PSRS retirement benefits for them going back to the start of their involvement. (I doubt the district could recover what the employees contributed to their own retirement.)
  • Request that their retirement benefits calculation EXCLUDE the salary amounts for those years they were involved that are used to calculate their retirement benefits. (Missouri PSRS retirement benefits are calculated based on the 3 highest consecutive years of salary plus health insurance earned by the employee.) NOT including the last several years of high dollar salary into their retirement benefit calculations would help reduce the payouts from the PSRS system.

That's how much money Fox C-6 Superintendent Dianne Critchlow will be getting paid when she retires thanks to our School Board's generous salary raises over the last 7 years. Your taxpayer dollars pay for educator salaries and retirement benefits. Currently, educators contribute 14.5% of their salary to their retirement and the school district contributes an additional 14.5%.

The problem here is that the Fox C-6 School Board has nearly doubled Superintendent Critchlow's salary since she became Superintendent in July 2005. Her salary has increased from $137,589 for the 2005-2006 school year to $246,824 for the 2012-2013 school year!

Prior superintendents were making roughly 25% more than assistant superintendents. Currently, Dianne Critchlow is making 55% more than the next highest paid assistant superintendent. Our school board sets her salary. Our school board is supposed to represent the community that elected them. I think you will have a tough time finding anyone in our community that would have ever approved of paying our superintendent the salary she is currently getting paid.

The St. Louis Post Dispatch recently published the 2012-2013 Missouri Educators Salary information on their website. You can select Fox C-6 and then choose between Position types such as Admin, Supervisor, Principal, Teacher, Aide, etc.:



Is Dianne Critchlow really worth $246,824?

Many people that I have talked to don't think so! In fact, I believe that Superintendent Critchlow has done far more damage to our district than good by far. Ask any teacher or employee in the district that isn't related to her or aren't one of her close friends what the morale is like in our district. They may not tell you for fear of losing their job. But morale is certainly not as good as it should or could be. I know there are employees in our District that appreciate any and all efforts being done to bring about a positive change to our District. So, your help is needed by contacting and speaking with our school board.

I think the best thing our school board could do for our school district and our community would be to relieve Superintendent Critchlow of her duties and hire a new Superintendent. That one change alone would be probably be the best thing to have happened to our school district and community in the last 10 years!

So, how much will our Superintendent's retirement benefits cost you?

Based on full retirement benefits, Superintendent Critchlow will be earning at least 75% of the Average Salary Amount of the 3 Highest Consecutive Years of Salary Earned. That salary amount includes employer paid medical, dental and vision health premiums. Therefore, she will be earning at least $15,000 per month for LIFE when she retires and those benefits will increase with a Cost of Living Adjustment.

Lifetime Retirement Benefits With Five-Year Vesting
As a PSRS member, once you have earned five years of credit with PSRS, you are vested and can receive lifetime retirement benefits when eligible. In most cases, the retirement benefits paid to PSRS members greatly exceed the funds they contribute to the System while working.
In fact, most PSRS retirees recover all their contributions within the first five years of retirement.
If an educator works for more than 30 years, they will receive a slightly higher amount than the 75%. If an educator works more than 3 years beyond normal retirement, they have the option of a one time lump sum payment with reduced lifetime benefits.

There was a recent article written by James Shuls of the Show-Me Institute titled, "Salary Spikes Boosts Pensions, But Cripples Taxpayers" that was re-published in EducationNews.org. His article discusses how the recent hiring of recently retired Wentzville Superintendent Terry Adams by the Rockwood School District as interim superintendent for $250,000 will boost Mr. Adams retirement benefit by $15,000 per year for life. So, over the next 20 years, Mr. Adams will receive an additional $300,000 thanks to his extra year of work at Rockwood.

So, how does your retirement compare to what our school board is going to be providing to Superintendent Dianne Critchlow when she retires?

The school district didn't publish the administrator's salary schedule in the last board meeting packet like they did last year. So, we don't yet know what Superintendent Critchlow will be making for the 2013-2014 school year yet.
